Studienarbeit aus dem Jahr 2007 im Fachbereich Soziologie - Alter, Note: 1,7, Universität Hamburg, Sprache: Deutsch, Abstract: Der Begriff "demographischer Wandel" bezeichnet zunächst nur die Veränderung der Altersstruktur einer Gesellschaft, wobei völlig offen ist, ob diese Veränderung eine negative oder positive ist. Worüber jedoch Soziologen und Demographen in dramatischen Berichten referieren, wenn sie vom demographischen Wandel sprechen, ist die gegenwärtige Entwicklung der deutschen Bevölkerung zu einer "vergreisenden Gesellschaft" und den damit verbundenen Widrigkeiten zukünftiger Generationen. Generell wird die Demographie mittels vier Faktoren berechnet: Geburten, Sterbefälle, Zu- und Abwanderung. Was die Zahlen der Geburten- und Sterbefälle betrifft, so entwickelt sich die deutsche Gesellschaft seit geraumer Zeit mit folgenreicher Tendenz: die Fertilität nimmt ab und das Durchnittsalter nimmt zu. Seit 1972 werden in Deutschland jedes Jahr weniger Kinder geboren, als Menschen sterben. Im Jahr 2003 waren dies 147.000 weniger Geburten als Sterbefälle. Allein die Migrationsbilanz wirkte der seit etwa 35 Jahren anhaltenden Schrumpfung der deutschen Gesellschaft entgegen. Die Auswirkungen dieser Entwicklung sind dabei jedoch komplexer und konsequenzenreicher, als es die nüchterne Beschreibung der Bilanz aus Geburten und Sterbefälle bzw. Wanderungsverhalten auf den ersten Blick vermuten lässt. Besonders die Kombination aus verlängerter Lebenszeit und Geburtenrückgang betrifft weite soziale und politische Felder. Die Auswirkungen zeigen sich nicht nur in Bereichen der Finanzpolitik oder dem Arbeitsmarkt, sonder betreffen beispielsweise auch die Integrations- und Innovationsfähigkeit eines Staates. Durch diese vielfältige Verwobenheit werden die Handlungsmöglichkeiten zum einen schwieriger, da mehr Faktoren beachtet werden müssen, die diese unterschiedlichen Wechselbeziehungen beeinflussen können. Using empirical methods, and bringing together insights from across the social sciences, Castles interrogates a range of theories suggesting that the welfare state is in crisis. Systematically using data for 21 advanced OECD nations, he distinguishes crisis myths from crisis realities, locating, in the process, likely trajectories of welfare state development in coming decades. The findings of this book confront many of the basic assumptions of contemporary scholarship. Economic globalization has not led to a 'race to the bottom'. Analogous processes within the European Community have not led to a 'downward harmonization' of social spending. There is no 'new politics of the welfare state', with the Left still outspending the Right. Over the past two decades, spending has been increasing and converging across the OECD. Rather than being in a state of crisis, western welfare states have achieved a steady state. The supposed impact of population ageing on social welfare budgets also turns out to be myth, with differences in spending actually being a function of the structure of welfare systems, not of any demographic imperative. The only potentially real threat is of rapidly declining fertility, but Castles argues that welfare state spending in the form of family-friendly public policy is, in fact, our best defence against this problem. This is a book with significant policy implications. It identifies the factors likely to mould welfare state growth and decline in future years, and the diverse problems and challenges confronting welfare state policy-makers in different families of nations. It is a book for those who like assessing evidence before jumping to unwarranted conclusions, and a book for those who wish to see 'the shape of things to come'.

Who, in 1945 and 1946, could have foreseen that the economic and social integration of the millions of Germans from the East expelled into West Germany after Wodd War II would largely be accomplished in a few years? And, who could have foreseen that many years after this accomplishment the political repercussions of the expulsions would go on? Yet, surprisingly enough, this is what has happened. In 1969, as usual, the major issues of the federal election campaign in West Germany hardly reflect any specific economic and social concerns of the expellees, not even those bruited about by the NPD (N ationaldemokratische Partei Deutschlands). At the same time, how ever, all the political parties vying in the campaign, with the exception of the newly founded, less influentialDKP (the new German Commu nist Party), pay considerable deference to the political interests of the expellees in the German question. Whether these interests represent the opinion of most of the expellees and whether the expellee associ ations in fact speak for many voters is another matter. Why are these questions rarely posed? Why, despite the economic and social integration of the expellees, do the East German Home land Provincial Societies - the Landsmannschaften - retain much influence?
