Studienarbeit aus dem Jahr 2007 im Fachbereich Soziologie - Alter, Note: 1,7, Universität Hamburg, Sprache: Deutsch, Abstract: Der Begriff "demographischer Wandel" bezeichnet zunächst nur die Veränderung der Altersstruktur einer Gesellschaft, wobei völlig offen ist, ob diese Veränderung eine negative oder positive ist. Worüber jedoch Soziologen und Demographen in dramatischen Berichten referieren, wenn sie vom demographischen Wandel sprechen, ist die gegenwärtige Entwicklung der deutschen Bevölkerung zu einer "vergreisenden Gesellschaft" und den damit verbundenen Widrigkeiten zukünftiger Generationen. Generell wird die Demographie mittels vier Faktoren berechnet: Geburten, Sterbefälle, Zu- und Abwanderung. Was die Zahlen der Geburten- und Sterbefälle betrifft, so entwickelt sich die deutsche Gesellschaft seit geraumer Zeit mit folgenreicher Tendenz: die Fertilität nimmt ab und das Durchnittsalter nimmt zu. Seit 1972 werden in Deutschland jedes Jahr weniger Kinder geboren, als Menschen sterben. Im Jahr 2003 waren dies 147.000 weniger Geburten als Sterbefälle. Allein die Migrationsbilanz wirkte der seit etwa 35 Jahren anhaltenden Schrumpfung der deutschen Gesellschaft entgegen. Die Auswirkungen dieser Entwicklung sind dabei jedoch komplexer und konsequenzenreicher, als es die nüchterne Beschreibung der Bilanz aus Geburten und Sterbefälle bzw. Wanderungsverhalten auf den ersten Blick vermuten lässt. Besonders die Kombination aus verlängerter Lebenszeit und Geburtenrückgang betrifft weite soziale und politische Felder. Die Auswirkungen zeigen sich nicht nur in Bereichen der Finanzpolitik oder dem Arbeitsmarkt, sonder betreffen beispielsweise auch die Integrations- und Innovationsfähigkeit eines Staates. Durch diese vielfältige Verwobenheit werden die Handlungsmöglichkeiten zum einen schwieriger, da mehr Faktoren beachtet werden müssen, die diese unterschiedlichen Wechselbeziehungen beeinflussen können. The supposed impact of population ageing on social welfare budgets also turns out to be myth, with differences in spending actually being a function of the structure of welfare systems, not of any demographic imperative. The only potentially real threat is of rapidly declining fertility, but Castles argues that welfare state spending in the form of family-friendly public policy is, in fact, our best defence against this problem. This is a book with significant policy implications. It identifies the factors likely to mould welfare state growth and decline in future years, and the diverse problems and challenges confronting welfare state policy-makers in different families of nations.
