Studienarbeit aus dem Jahr 2014 im Fachbereich Medien / Kommunikation - Film und Fernsehen, Note: 1,0, Ludwig-Maximilians-Universität München (Institut für Kommunikationswissenschaft und Medienforschung), Veranstaltung: Proseminar Medienlehre, Sprache: Deutsch, Abstract: Die vorliegende Arbeit beschäftigt sich mit der Frage, inwiefern der Public Value Test der BBC ein Vorbild für den Dreistufentest der ARD und des ZDF ist. Im Jahr 2009 wurde ein Verfahren eingeführt, welches bei der Überprüfung der Vereinbarkeit der sogenannten Telemedienangebote der öffentlich-rechtlichen Sender mit den gesetzlichen Vorschriften angewendet wird. In der Diskussion um diesen wird nicht klar zwischen dem in Großbritannien 2007 eingeführten Verfahren für die BBC, dem sogenannten Public Value Test, und dem zur Umsetzung des Beihilfe-Kompromisses in Deutschland entwickelten Drei-Stufen-Test unterschieden. Dabei wird darauf eingegangen, worin die Unterschiede bestehen und was Stärken und Schwächen der beiden Verfahren sind. Dazu werden sowohl der Public Value Test der BBC als auch der deutsche Dreistufentest anhand ihrer Entstehung und ihres Ablaufes vorgestellt. Anschließend folgt zur Beantwortung der obigen Fragestellung ein Vergleich der beiden Verfahren in ihren zentralen Punkten.

Inhaltsangabe:Einleitung: Der öffentlich-rechtliche Rundfunk entspricht der Idee, allen gesellschaftlichen Gruppierungen, gleich welchen Alters, welcher Herkunft, Gruppierung oder Werteeinstellung den freien Zugang zu zuverlässigen, neutralen und unabhängigen Medien zu sichern. Es handelt sich um ein seit Jahrzehnten geschätztes und bewährtes Konstrukt zur Information der Allgemeinheit unter den Prämissen gesetzlich verankerter Vorgaben. Die Zeiten wandeln sich und mit ihr die Menschen. Doch im Grunde genommen treiben die Menschen den Wandel voran und verändern die Zeit, in der sie leben, samt ihrer Umgebung, ihren Bedürfnissen und Verhaltensmustern. Das digitale Zeitalter ist von Menschenhand gestaltet. Ein Zeitalter, in der Bewährtes auf die Bestandsprobe gestellt wird und noch nicht absehbare Veränderungen bevorstehen. Veränderungen, die insbesondere die Medienlandschaft wandelt, da die rasch vorantreibende Entwicklung moderner Technologien immer neue Möglichkeiten schafft. Es heißt, die Medien stehen im Heute für die vierte demokratische Säule. Ihnen kommen eine enorm wichtige Bedeutung in der Information, Meinungsbildung und Prägung von Werten und Kulturen zu und, erfüllen dadurch einen nicht wegzudenkenden Auftrag. Dennoch birgt das digitale Zeitalter die wohl größte Herausforderung für eines der beständigsten Mediensysteme, dem der öffentlich-rechtlichen Rundfunkanstalten. Die Ursachen für das kritische Hinterfragen eines gesamten Medienkomplexes hinsichtlich seiner Finanzierung, seines Auftrages sowie seiner zukünftigen Entwicklungsmöglichkeiten sind vielschichtig und verstrickt. Im Kern zwingen aber nicht nur die Digitalisierung und das damit einhergehende, sich verändernde Nutzerverhalten die öffentlich-rechtlichen Rundfunkmedien zum sofortigen Handeln, sondern vor allem die schwindende Akzeptanz der Gebührenzahler und der zunehmende Druck durch Politik und private Wirtschaft. Um solch bedrohlich wirkenden Entwicklungen entgegen wirken zu können, bedarf es einem Akt des Umdenkens, Neuausrichtens und Vermittelns (zwischen den einzelnen Meinungsvertretern), in dem die öffentlich-rechtlichen Medienhäuser ihre Bestands- und Entwicklungsgarantie stützen und ihren Auftrag, samt den dafür notwendigen finanziellen Mitteln, langfristig rechtfertigen können. Der öffentlich-rechtliche Rundfunk im digitalen Zeitalter kann nur überleben, wenn er die Öffentlichkeit davon überzeugen kann, dass die Rundfunkgebühren vernünftig und nachvollziehbar [...]
