Setzt man sich mit dem Seekrieg des Ersten Weltkrieges und seinen Strategien auseinander, so kommt man an der Person des Alfred Thayer Mahan nicht vorbei. Mahan wurde am 27. September 1840 in West-Point, New York geboren und starb am 1. Dezember 1914 in Washington. Mahan war Konteradmiral der US-Navy, Stratege und Marineschriftsteller. Er war der erste, der sich mit dem Zusammenhang zwischen Seekriegsgeschichte und politischer Weltentwicklung beschäftigt hat. Er untersuchte in seinen Werken den Einfluss der Seemacht auf die Geschichte. Er war beeindruckt von dem "stillen Einfluss" Englands in allen Teilen der Welt und ihn faszinierte der geringe Krafteinsatz, diesen Einfluss auszuüben. Aufsehen erreichte sein Hauptwerk in allen Marinen der Welt: "Der Einfluss der Seemacht auf die Geschichte" (1660-1783), das im Jahr 1890 veröffentlicht wurde, und die Fortsetzung, die den Zeitraum bis 1812 behandelt und 1892 erschien. Seine Absicht war, die See und ihre Beherrschung als einen entscheidenden Faktor im Werden und in den Auseinandersetzungen der Völker aufzuzeigen und deutlich zu machen, dass sie wesentlich die Geschichte der Menschheit beeinflusst hat. Seit Ihrem Erscheinen haben seine Bücher einen starken Einfluss auf das Planen und Handeln der Staatsmänner, Politiker und Soldaten der großen Nationen ausgeübt. So auch auf Kaiser Wilhelm den II. und seine Marine-Führungsspitze unter Großadmiral Alfred von Tirpitz.
