Inhaltsangabe:Inhaltsangabe: Der Ursprung der Beschäftigungsform Zeitarbeit liegt in den USA, die mit der höchsten Zeitarbeitnehmeranzahl und den größten Wirtschaftserträgen in der Zeitarbeit im Jahre 2006 nach wie vor die Führungsposition in der Zeitarbeitsnutzung einnehmen. Im Vergleich dazu spielen die einzelnen europäischen Staaten verhältnismäßig geringe Rollen. Jedoch gelten sie als 'Zukunftsländer' der Zeitarbeit, die ein großes Entwicklungspotential in sich bergen. Bereits im Jahre 2006 wurde in der Gesamtregion Europa der größte Umsatz im weltweiten Zeitarbeitsgeschäft erwirtschaftet. Auf europäischer Betrachtungsebene zeichnet sich die Zeitarbeitsbranche bis in die jüngste Vergangenheit durch ein rasantes Branchenwachstum aus. Generell betrachtet lassen sich in Europa zwei divergierende Tendenzen im gesellschaftspolitischen Umgang mit Zeitarbeit skizzieren. Einerseits wird die gewerbliche Arbeitnehmerüberlassung durch einige europäische Staaten als brauchbares arbeitsmarktpolitisches Instrument der Arbeitsvermittlung betrachtet und ihre Nutzung durch eine entsprechende Gesetzgebung flexibilisiert und gefördert. Andererseits sehen kritische Staaten in der Arbeitsplatzvermittlung durch privatwirtschaftliche Akteure ein prinzipielles Problem und betreiben gemäß dieser Auffassung entweder eine strikte Regulierungspolitik durch entsprechend restriktive Gesetzesauflagen oder sprechen sogar ein völliges Verbot dieser Beschäftigungsform aus. Vor diesem Hintergrund existiert im europäischen Vergleich eine große Vielfalt in der Gesetzgebung und somit auch in der Nutzung von Zeitarbeit. Bei Betrachtung des jeweiligen Zeitarbeitnehmeranteils an der länderspezifischen Gesamtheit der erwerbstätigen Bevölkerung nimmt Deutschland europaweit einen Platz im Mittelfeld ein und liegt damit hinter Ländern wie z. B. den Niederlanden, Frankreich, Belgien und dem Vereinigten Königreich, die die höchsten Zeitarbeitnehmeranteile zu verzeichnen haben. In Deutschland wird die Zeitarbeit seit 1972 durch das Arbeitnehmerüberlassungsgesetz (AÜG) geregelt. Das signifikante Entwicklungsmerkmal des AÜG ist seine regelmäßige Deregulierung, die eine grundlegende Bedeutung für die Entwicklung des deutschen Zeitarbeitsgeschäfts einnimmt. Das Inkrafttreten des Ersten Gesetzes für moderne Dienstleistungen auf dem Arbeitsmarkt im Jahr 2004 markiert in diesem Zusammenhang den endgültigen Richtungswechsel von einer restriktiven Regulierungs- zu einer flexibilisierenden [...]

This book project highlights creative approaches to planning and local development. The dynamic complexity, diversity and fluidity which characterize contemporary society represent challenges for planning and development endeavours. Machtverhältnissen zwischen Männern und Frauen, Adel und Bauern oder Verwaltern und Bedürftigen wird besondere Aufmerksamkeit geschenkt. How did rural poverty look like in the European past? Could not everybody in the countryside keep chickens, or pick berries in the woods? Is not the solidarity of villagers commonly known even today? The volume draws together historians from five European countries to map out a field of research which has long been neglected by welfare as well as agricultural historians. Continuities and changes within rural as compared to urban poor relief, of ecclesiastic and of aristocratic charity are described. A wide range of sources is taken into account to show how the rural poor were perceived and treated by private and public institutions of social assistance. Power relations between men and women, aristocrats and peasantry, or administrators and the needy are especially focussed upon.
