Karl-Otto Behrendt ist 1945 in russische Kriegsgefangenschaft gekommen. In der Sowjetunion wurde er von einer instrumentalisierten Justiz grund- und schuldlos zum Tode beziehungsweise zu 25 Jahren Arbeitsbesserungslager verurteilt; erst 1953 konnte er als Spätheimkehrer nach Deutschland zurückkehren. Sein Bericht über diese lange Zeit ist ein beeindruckendes Zeitzeugendokument; seine Erlebnisse, Erfahrungen und Beobachtungen berühren den Leser und machen nachdenklich. Nach seiner Heimkehr bilanzierte er die lange Zeit: Das Bündel der Erlebnisse, das diese achteinhalb Jahre mir beschert haben, werde ich nie wieder los werden. Es ist etwas, was mich immer begleiten und meine mir noch verbleibenden, mir wiedergeschenkten Lebensjahre grundsätzlich bestimmen wird. Das Wesentliche aber, was diese Jahre mir geschenkt haben, ist zu wissen, was wirklich Freiheit ist. Und diese Erkenntnis gewonnen zu haben, dafür sind achteinhalb Jahre nicht zu viel. The ability to defend in a democracy requires justification because this form of government is fundamentally based on the freedom, development, and diversity of its citizens. Since the outbreak of the Ukraine war in 2022, we know that we can no longer afford the self-satisfied luxury of not being able to defend ourselves. Armed forces in a democracy are, however, tied to commitments and attitudes, just as the goal of achieving defensibility is tied to the Inner Leadership of the Bundeswehr. The goal of this book is to find the axioms of Inner Leadership that do not require further justification, which will then serve as the foundation for democratic armed forces. The author first develops a system that identifies five axioms of Inner Leadership. These include the principle of community, democratic principle, and principle of personality. Additionally, the principles of complementarity and identity are discussed, as well as the unity of opposites. For the specific case of the profession of soldiers, the necessity of defending freedom with a weapon in hand must be thoroughly justified. From these considerations, approaches to simplify the Bundeswehr emerge. One cannot avoid granting democratic commanders trust and freedom of action.

The timing is anything but good: in the new world disorder, Russia and China are challenging the West, international terrorism is on the rise, while democracy is in retreat around the world. Even in member states of the transatlantic alliance, the seductive lure of authoritarianism is increasing. Nevertheless, there is no reason to fear that NATO's success story has come to an end. NATO is not some old-fashioned military alliance that crumbles when member states' interests diverge. Rather, it is a political alliance in which sovereign states further develop their national interests into an overarching alliance interest. Its democratic values, the obligation to reach a consensus as well as its design as a marketplace where diplomats, civil servants and soldiers constantly exchange information in formal and informal discussion formats help here. This is the unique strength of NATO, which should be used more in the future. In the last chapters of his book, the author addresses the people in NATO and in the ministries of the member states. Regardless of whether they belong to the top management or work in the engine room - they make the difference. Given the re-nationalization tendencies, their task is not easy. They need role models, freedom to think and act, and comprehensive education.
