Bekannterweise lebt der Mensch ja nicht vom Brot alleine und daraus folgt, dass die Kultur, also die Gesamtheit der Lebensausserungen der menschlichen Gesellschaft in Sprache, Religion, Wissenschaft und Kunst, und somit auch die Kulturarbeit verfassungsrechtlich geschutzt sein mussen. In Anbetracht eines mehr oder minder stagnierenden Sozialstaates, versteht sich die klassische Sozialarbeit haufig als eingreifendes Element, das gesellschaftlichen Dysfunktionen entgegentritt. Kulturarbeit in der sozialen Arbeit indes setzt als praventives Element an. Dieser wissenschaftlichen Untersuchung liegt folgende zentrale Fragestellung zugrunde: Ist kulturelle Bildung ein Menschenrecht, welche Rolle spielt die kulturelle Bildung von jungen Menschen fur die personliche und gesellschaftliche Entwicklung und wie bedeutsam ist die Kulturarbeit innerhalb der sozialen Arbeit? Zur Klarung dieser Frage wurden folgende Hypothesen entwickelt: a)Die Enquete-Kommission Kultur in Deutschland" ist eine wichtige ratgebende Institution zur Sicherstellung soziokultureller praktischer Arbeit und damit zur geistigen und gesellschaftlichen Entwicklung, u. a. von Kindern und Jugendlichen. (Kapitel 2 und Kapitel 3) b)Es gibt spezifische Wirkungsbeziehungen zwischen den verschiedenen Lebensbereichen Familie, Schule, Ausbildung und Freizeit junger Menschen und es gibt Schnittstellen zwischen Sozial- und Kulturarbeit. Gleichzeitig ist eine Veränderung menschlicher Bedürfnisse eingetreten, die mit einer Veränderung des Kulturverständnisses einhergeht. Kultur soll nicht mehr nur auf einen Bereich beschränkt, sie soll in allen Lebensbereichen gegenwärtig sein, folglich auch im politischen wie im sozialen. Davon ausgehend möchte ich aufzeigen, inwieweit die Anwendung der Konzeption von Kulturarbeit innerhalb der Sozialarbeit bzw. die Verbindung von Kultur- und Sozialarbeit sinnvoll erscheint. Die praktische Umsetzbarkeit sowie die Möglichkeiten, die sich aus dieser Konzeption ergeben, stelle ich anschließend am Beispiel des Bürger- und Kulturzentrums "Alte Feuerwache" in Köln dar.
