Durch den Kalten Krieg war die Weltorganisation allerdings in ihrer Kernaufgabe, der Friedenssicherung, handlungsunfahig, da die Blockade der beiden Supermachte im Sicherheitsrat ambitionierte Friedenssicherung verhinderte. Die Vereinten Nationen beschrankten sich gezwungener Massen auf die blosse Konfliktberuhigung. Mit dem Ende des Kalten Krieges kam es zu einer Zasur im Bereich der Friedenssicherung (engl. peacekeeping) und zu einem erheblichen Wandel der Friedensoperationen. Nun sollte langfristiger Frieden erreicht werden, indem auch die Konfliktursachen beseitigt werden. Dieser Bruch in der Geschichte des peacekeeping" hatte langfristige Folgen, denn durch die inhaltliche Ausweitung ihrer Missionen ergaben sich fur die VN vollkommen neuen Aufgabe

In this new book, leading global authorities on humanitarian protection Alex Bellamy and Edward Luck offer a probing and in-depth response to this fundamental question, calling for a more comprehensive approach to the practice of R2P – one that moves beyond states and the UN to include the full range of actors that play a role in protecting vulnerable populations.
