Die angewandte Strategie der USA konzentriert sich im Wesentlichen auf die Angebotsbekämpfung, der Ursprung des Problems wird in den Produktionsländern verortet und der Nachfragebekämpfung wird bewusst ein geringerer Stellenwert eingeräumt. Die Drogenproblematik ist für die USA also eher ein außenpolitisches als ein innenpolitisches Thema, womit sich die Verlagerung der einhergehenden Probleme und Kosten in die Produktionsländer erklärt. Diese Sicht- und Herangehensweise trägt dazu bei, die Militarisierung der Drogenpolitik zu erklären. Die USA verfolgen einen außenpolitischen Ansatz, der militärische Interventionen nicht als ultima ratio sondern als eine gleichberechtigte Strategie neben diplomatischen Mitteln umfasst, so auch in der Andenregion. Der Misserfolg der Drogenpolitik ist dabei erheblich auf den angebotsorientierten, militärischen Fokus zurückzuführen, der die Gewaltauswüchse, die mit der Drogenindustrie verzahnt sind, mit gleichen Mitteln zu bekämpfen versucht. Anstatt die Zahl und Schlagkraft der Gewaltakteure wirksam zu reduzieren, führen die kriegerischen Mittel zu einer Destabilisierung der Andenregion, die sich an einer erhöhten diplomatischen Spannung und der militärischen Aufrüstung dieser Staaten ablesen lässt. Es wird ersichtlich, dass militärische Einsätze, die bei der Vernichtung der Drogenproduktion und der Unterbindung des Drogenschmuggels zu beobachten sind, nur zu einer Symptom- statt Ursachenbekämpfung taugen. Mit der angebotsorientierten Ausrichtung der Drogenpolitik lässt sich ebenfalls das unilaterale Vorgehen der USA in der Andenregion in Zusammenhang setzen. Die hegemoniale Vorgehensweise der USA hat in den letzten Jahrzehnten zu einer Situation in der Andenregion geführt, die sich durch unkooperatives Verhalten der Staaten untereinander unrühmlich auszeichnet. Verantwortlich hierfür sind einerseits die sehr unterschiedliche Behandlung der lateinamerikanischen Staaten seitens der USA, wie sie sich in der Zertifizierungspolitik zeigt, und eine daraus resultierende uneinheitliche Strategie für die Region. Dies führt zu Spannungen zwischen den Staaten und behindert die Bekämpfung der Drogenindustrie. Die USA sind sich in letzter Zeit der von ihnen maßgeblich verursachten Problematik bewusst geworden und versuchen, der Entwicklung Einhalt zu gebieten...

It was the massive, and in the British national experience, unprecedented number of casualties that made it “The Great War” in the perception of the British public. To face the challenge of total war both political practice and economy had to be transformed radically and, in a dramatically short period of time, hundreds of thousands of men had to be raised for the military forces. The whole society endured a heavy burden and was profoundly changed during the wartime. This essay investigates the major impacts of the First World War on the British society. Therefore, after describing the upcoming nationalism and a promoting class consciousness, both caused by the war, the examination focuses on the impact of the war on everyday life. Finally, the impact of the war on the British political culture is described. II. Heightened Nationalism and Class Consciousness Although the conflicts with some of her European colonial rivals in the late 19th century and the early 20th century led to an increasing effort in improving the logistic and training of Britain’s military, resulting, for example, in the creation of the Committee of Imperial Defence (1902), the General Staff (1904) and the Officers’ Training Corps , the military force Britain could raise at the beginning of World War I was, compared to the major continental powers France and Germany, relatively small. At the outbreak of war in August 1914, the British army had a regimental strength of less than a quarter of a million men. With regard to the high number of casualties the first severe battles in France claimed, the British government soon called for a much larger army. The Minister of War, Lord Kitchener, demanded a whole New Army and in response to his famous exhortation “Your country needs YOU” over a million men had volunteered by Christmas 1914. By the end of the war in 1918, 5.2 million men had served in the army, over half of them as volunteers. Most of this mass army consisted of soldiers coming from the working class. The reasons for the thousands of workingmen joining the military forces were manifold: many saw in their service a chance to get away from the dull and hard working-life or to escape unemployment; some expected to see other countries and to come home as heroes. The Crimean War was a conflict between the Russian Empire and an alliance of the French Empire, British Empire, Ottoman Empire and the Kingdom of Sardinia. The war was part of a long-running contest between the major European powers for influence over territories of the declining Ottoman Empire. Most of the conflict took place on the Crimean Peninsula, but there were smaller campaigns in western Anatolia, the Caucasus, the Baltic Sea, the Pacific Ocean and the White Sea. The Crimean War is known for the logistical and tactical errors during the land campaign on both sides (the naval side saw a successful Allied campaign which eliminated most of the ships of the Russian Navy in the Black Sea). Nonetheless, it is sometimes considered to be one of the first modern wars as it introduced technical changes which affected the future course of warfare, including the first tactical use of railways and the electric telegraph. It is also famous for the work of Florence Nightingale and Mary Seacole, who pioneered modern nursing practices while caring for wounded British soldiers. The war also led to the establishment of the Victoria Cross in 1856 (backdated to 1854), the British Army's first universal award for valor. The Crimean War was one of the first wars to be documented extensively in photographs. News correspondence reaching Britain from the Crimea was the first time the public were kept informed of the day-to-day realities of war.
