Heute, am 23. Mai 1949, beginnt ein neuer Abschnitt in der wechselvollen Geschichte unseres Volkes. Heute wird nach der Unterzeichnung und Verkündung des Grundgesetzes die Bundesrepublik in die Geschichte eintreten.“ Mit diesen feierlichen Worten hat Konrad Adenauer damals die historische Bedeutung der Entstehung des Grundgesetzes (GG) und damit der Bundesrepublik Deutschland vor dem Parlamentarischen Rat gewürdigt. Das Grundgesetz, das vor drei Jahren seinen fünfzigsten Geburtstag feierte, hat sich mittlerweile bewährt wie keine andere Verfassung in der deutschen Geschichte. Dies wird nicht nur von den Deutschen so gesehen, sondern auch im Ausland wurde und wird die Erfolgsgeschichte der deutschen Verfassung in höchstem Maße anerkannt und zum Teil sogar bewundert. In der vorliegenden Arbeit wird der Weg des Grundgesetzes von der deutschen Kapitulation bis zu dessen Ratifizierung durch den Parlamentarischen Rat nachgezeichnet und dabei auf die ausländischen und deutschen Einwirkungen eingegangen. Im ersten Kapitel werden zunächst die historischen Rahmenbedingungen skizziert, innerhalb derer die ersten Ideen für eine deutsche Verfassung geäußert wurden. Der zweite und umfangreichste Teil der Arbeit beschäftigt sich mit den einzelnen Schritten auf dem Weg zum Grundgesetz. Im einzelnen wird dabei der Zeitraum von den Kriegskonferenzen der „Großen Drei“ (USA, Großbritannien und Sowjetunion) bis zur Übergabe der Frankfurter Dokumente behandelt. Im letzten Abschnitt wird zusammenfassend der Frage nachgegangen, ob das Grundgesetz nun – wie so oft behauptet – den Deutschen durch die Westalliierten aufoktroyiert worden sei, oder ob die bundesrepublikanische Verfassung vielmehr eine eindeutig „deutsche Handschrift“ trägt.

This edited collection explores the perceptions and memories of parliamentarianism across Europe, examining the complex ideal of parliament since 1800. Parliament has become the key institution in modern democracy, and the chapters present the evolution of the ideal of parliamentary representation and government, and discuss the reception and value of parliament as an institution. It is considered both as a guiding concept, a Leitidee, as well as an ideal, an Idealtypus. The volume is split into three sections. The establishment of parliament in the nineteenth century and the transfer of parliamentary ideals, models and practices are described in the first section, based on the British and French models. The second part explores how the high expectations of parliamentary democracy in newly-established states after the First World War gradually started to subside into dissatisfaction. Across the modern era, the traditional stereotype of Germans as authoritarian and subservient has faded, as they have become (mostly) model democrats. This book, for the first time, examines 130 years of history to comprehensively address the central questions of German democratization: How and why did this process occur? What has democracy meant to various Germans? And how stable is their, or indeed anyone's, democracy? Looking at six German regimes across thirteen decades, this study enables you to see how and why some Germans have always chosen to be politically active (even under dictatorships); the enormous range of conceptions of political culture and democracy they have held; and how interactions among various factors undercut or facilitated democracy at different times. Michael L. Hughes also makes clear that recent surges of support for 'populism' and 'authoritarianism' have not come out of nowhere but are inherent in long-standing contestations about democracy and political citizenship. Hughes argues that democracy – in Germany or elsewhere – cannot be a story of adversity overcome which culminates in a happy ending; it is an ongoing, open-ended process whose ultimate outcome remains uncertain.
