Zentral beschäftigt sich die Studie mit der Fragestellung: 'Welchen Einfluss hatte die Wirtschafts-, Finanz- und Eurokrise auf den Wohlfahrtsstaat?' Im Mittelpunkt dabei steht die Erwartung ein Auf- oder Abbau des Sozial- und Wohlfahrtsstaates auf Grund der Wirtschaftskrise nachzuweisen. Dieser Zusammenhang wird in der Arbeit anhand von drei Fallbeispielen, Deutschland, Großbritannien und Griechenland aufgezeigt. Zu Beginn der Arbeit wird der Begriff 'Wohlfahrtsstaat' definiert und abgegrenzt zu weiteren einschlägigen Begriffen der Sozialpolitik. Anschließend werden gängige Theorien zur Sozialpolitik und zum Krisenverhalten von Wohlfahrtsstaaten einbezogen, bevor in einem kurzen Abschnitt wesentliche und für die Arbeit unverzichtbare Abläufe der Wirtschaftskrise dargelegt werden. Die folgenden Teile der Arbeit behandeln die drei Fallbeispiele. Hierzu wird jeweils kurz das System des Wohlfahrtsstaates beschrieben und die Auswirkung der Krise dargelegt. Im Anschluss werden beispielhaft wesentliche Einschnitte in das System aufgeführt und auf die Ursache der Wirtschaftskrise untersucht.

The book traces the political history of the concept of social policy. „Social policy“ originated in Germany in the mid 19th century as a scholarly term that made a career in politics. The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts – like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”.

Could not everybody in the countryside keep chickens, or pick berries in the woods? Is not the solidarity of villagers commonly known even today? Continuities and changes within rural as compared to urban poor relief, of ecclesiastic and of aristocratic charity are described.
