La disolución de las Cortes Generales en España a principios de 2019 ha impedido que medidas que estaban en tramitación en el Congreso, como la Ley mordaza, la modificación del voto rogado o la Ley de eutanasia, vean la luz. No es el caso de la Ley Orgánica 2/2019, de 1 de marzo, de modificación de la Ley Orgánica 10/1995, de 23 de noviembre, del Código Penal, en materia de imprudencia en la conducción de vehículos a motor o ciclomotor y sanción del abandono del lugar del accidente, que era aprobada in extremis y publicada en el Boletín Oficial del Estado del día 2 de marzo de 2019, al dar el Senado luz verde definitiva a una reforma que se caracteriza por endurecer las penas por imprudencia al volante. La presente obra analiza de manera exhaustiva todo el proceso de tramitación parlamentaria y realiza un minucioso análisis de los cambios introducidos en el Código penal: La introducción de tres supuestos que se van a considerar imprudencia grave por disposición de la ley, así como una interpretación auténtica de la imprudencia menos grave. El aumento de la punición de este tipo de conductas. La introducción del delito de fuga o delito de abandono del lugar del accidente. La reforma recoge las principales reclamaciones de los colectivos implicados: víctimas de accidentes y ciclistas, obviando el legislador que la imprudencia no es coto exclusivo del tráfico rodado, sino que también se aplica a otros ámbitos, como el de la siniestralidad laboral.

In The Force of Witness Rosa-Linda Fregoso examines the contra feminicide movement in Mexico and other feminist efforts to eradicate gender violence. Drawing on interviews, art, documentaries, and her years of activism, Fregoso traces the micro and macro scales of misogyny and the patterns of state complicity with gender violence. She shows how different forms of witnessing—from activist-mothers’ bearing witness to the memories of their daughters and expert witnesses in court cases to communal witnessing and a scholar-activist-citizen witnessing her own actions—are key to resisting feminicidal violence. Fregoso situates these forms of witness in the histories, contexts, structures, bodies, and intersectional struggles they emerge from. By outlining the complexities of feminicidal violence in relation to witnessing processes, Fregoso challenges the notion of witness as an individual or autonomous subject inscribed solely in the legal or religious arenas. Rather, she theorizes witness as a force of collectivity and a constellation of multiple social locations and intersectional practices that work together to abolish feminicidal violence.
