Uno de los eventos más recurrentes en la Ciudad de México son las inundaciones, mismas que en el contexto del cambio climático se espera que aumenten en su frecuencia e intensidad. Sin embargo, las inundaciones no son por sí mismas un desastre, éste se construye socialmente y es por esto que son imperativos los análisis que consideren las condiciones de vulnerabilidad de la población y cómo ésta interactúa con la amenaza, contribuyendo así a la conformación del riesgo. Tal es el propósito de este libro, presentar un estudio cuantitativo de la vulnerabilidad poblacional ante inundaciones en Ciudad de México, pero utilizando variables de las que se da constancia que aportan a la construcción social de escenarios amenazantes. Es un análisis innovador y profundo que permite reconocer y mostrar que la gestión integral del riesgo de desastres exige colocar al bienestar de la población en el centro de su quehacer, por lo que recurrir al enfoque de derechos humanos como parámetro para identificar vulnerabilidades, una de las grandes aportaciones de esta investigación, se convierte en una valiosa herramienta para gestionar el riesgo de inundación en esta ciudad.
