Construite sous Louis-Philippe, la dernière enceinte fortifiée de Paris voit son existence remise en question dès les années 1880, son sort n'étant réglé – partiellement – qu'au lendemain de la Première Guerre mondiale. Pendant une quarantaine d'années, le déclassement des fortifications et l'aménagement des terrains ainsi libérés sont l'objet de discussions et de projets au conseil municipal de Paris, chez les fonctionnaires de la Seine et dans le milieu de la réforme sociale. L'enceinte apparaît ainsi comme un lieu privilégié pour observer les transformations des représentations et des savoirs sur la ville : du souci hygiéniste d'offrir de l'espace aux Parisiens en récupérant les terrains militaires et en levant l'obstacle s'opposant à la croissance de la capitale, on passe à la volonté de procéder sur l'enceinte à une expérience d'« aménagement rationnel des villes » ou, autrement dit, de mettre en œuvre les préceptes de l'urbanisme. Les affrontements autour du sort des fortifications présentent un autre intérêt : ils contribuent à éclairer le rôle joué par les « gens du monde », esthètes partisans de la préservation des sites, sportifs et touristes, dans l'apparition de l'urbanisme. Ils témoignent aussi de la façon dont les principes de l'« aménagement rationnel des villes » se diffusent chez les édiles parisiens.
