La Coopération suisse a initié en 2002 le programme « Pistes rurales, désenclavement à l’Est (PrEst) ». Ce fut au départ une expérience pilote d’aménagement de pistes rurales avec l’introduction de l’approche Haute Intensité en Main d’Oeuvre (HIMO). De 2002 à 2014, le programme a été réalisé en régie avec l’ONG Helvetas Swiss Intercooperation. De 2014 à 2017, l’appui a été focalisé sur le transfert des capacités au Conseil régional de l’Est, qui assure actuellement la maitrise d’ouvrage des réalisations et l’entretien des pistes rurales. Avec le programme PrEST, la Suisse a accompagné les communautés de la région de l’Est à bâtir plus de 360km de pistes rurales. Près de 126 ouvrages (radiers, ponts de franchissement, barrières de pluies, etc.) ont été directement réalisés dans 14 communes rurales, désenclavant près de 500’000 personnes.
