In The Dictator’s Army, Caitlin Talmadge presents a compelling new argument to help us understand why authoritarian militaries sometimes fight very well—and sometimes very poorly. Talmadge’s framework for understanding battlefield effectiveness focuses on four key sets of military organizational practices: promotion patterns, training regimens, command arrangements, and information management. Different regimes face different domestic and international threat environments, leading their militaries to adopt different policies in these key areas of organizational behavior. Authoritarian regimes facing significant coup threats are likely to adopt practices that squander the state’s military power, while regimes lacking such threats and possessing ambitious foreign policy goals are likely to adopt the effective practices often associated with democracies. Talmadge shows the importance of threat conditions and military organizational practices for battlefield performance in two paired comparisons of states at war: North and South Vietnam (1963–1975) and Iran and Iraq (1980–1988). Drawing on extensive documentary sources, her analysis demonstrates that threats and practices can vary not only between authoritarian regimes but also within them, either over time or across different military units. The result is a persuasive explanation of otherwise puzzling behavior by authoritarian militaries. At the end of the nineteenth century, the United States emerged as an economic colossus in command of a new empire. Yet for the next forty years the United States eschewed the kind of aggressive grand strategy that had marked other rising imperial powers in favor of a policy of moderation. In Power and Restraint, Jeffrey W. Meiser explores why the United States—counter to widely accepted wisdom in international relations theory—chose the course it did. Using thirty-four carefully researched historical cases, Meiser asserts that domestic political institutions and culture played a decisive role in preventing the mobilization of resources necessary to implement an expansionist grand strategy. These factors included traditional congressional opposition to executive branch ambitions, voter resistance to European-style imperialism, and the personal antipathy to expansionism felt by presidents like Woodrow Wilson and Franklin Roosevelt. The web of resilient and redundant political restraints halted or limited expansionist ambitions and shaped the United States into an historical anomaly, a rising great power characterized by prudence and limited international ambitions.

The past fifteen years have seen Indonesia move away from authoritarianism to a thriving yet imperfect democracy. During this time, the archipelago attracted international attention as the most-populated Muslim-majority country in the world. As religious issues and actors have been increasingly taken into account in the analysis and conduct of international relations, particularly since the 9/11 events, Indonesia’s leaders have adapted to this new context. Taking a socio-historical perspective, this book examines the growing role of transnational Islamic Non-State Actors (NSAs) in post-authoritarian Indonesia and how it has affected the making of Indonesia’s foreign policy since the country embarked on the democratization process in 1998. It returns to the origins of the relationship between Islamic organisations and the Indonesian institutions in order to explain the current interactions between transnational Islamic actors and the country’s official foreign policies. The book considers for the first time the interactions between the "parallel diplomacy" undertaken by Indonesia’s Islamic NSAs and the country’s official foreign policy narrative and actions. It explains the adaptation of the state’s responses, and investigates the outcomes of those responses on the country’s international identity. Combining field-collected data and a theoretical reflexion, it offers a distanced analysis which deepens theoretical approaches on transnational religious actors.
