The primary intent of this document is to provide instructions for preparing technical specifications contained in a Request for Proposal (RFP). This UFC will ensure that RFP technical specifications for Design-Build (D-B) constructionprojects clearly define program/project requirements, performance attributes, performance factors, submittal procedures, as well as other mandatory requirements such as buildingenvelopes. The Design-Build process can be applied to all types, sizes, and complexities ofprojects. This instruction focuses on the technical preparation of RFP''s issued for D-B projects such as barracks, administration facilities, hangers, pavement, site preparation, and similar projects. Ensure Corps of Engineers'' districts using D-B contracting methods have instituted good requirements in their Design-Build process so that D-B contractors incorporate public laws, executive orders, and mandatory design inputs into the final constructed product. These requirements should ensure all facilities are designed and constructed with the equivalent quality of traditional Corps of Engineers'' constructed facilities. Identify mandatory Federal, technical, regulatory, fire protection, life safety code,and quality requirements that must be included in the RFP technical specifications. Establish a consistency in Corps of Engineers'' prepared Design-Build RFP''s. Provide the Corps of Engineers'' designers with an understanding of theirinvolvement in the D-B process so they can contribute to the corporate approach for D-Bacquisition. This UFC provides technical guidance and outlines technical requirements for typical aspects of architectural design services. These criteria are applicable in the fifty states, the District of Columbia, Puerto Rico, U.S. territories and possessions, and as far as practical, at installations in foreign countries. This UFC applies to all types of construction regardless of funding, including properties listed or eligible for listing on the National Register of Historic Places, as well as National Guard and Reserve projects constructed on military installations or non-military DoD property. Certain specialized facilities, such as health facilities, carry more stringent requirements. The use of design-build project delivery systems today is popular for delivering commercial, industrial, and institutional construction projects and is increasingly used on transportation projects. While some states have used design-build to deliver transportation projects for over a decade, others have little to no experience with this method and have not yet established any legislation to use design-build. Design-build has been shown to shorten the duration of a project as compared to the design-bid-build traditional delivery method, together with increasing cost certainty and without sacrificing quality. While these benefits make design-build a very attractive delivery system, its implementation is not always as easy. This report combines the knowledge from existing literature as well as Departments of Transportation (DOTs) from around the United States familiar with design-build to form an overview of the entire implementation process including: passing legislation, choosing appropriate projects, overcoming the barriers specific to design-build, selecting the best design-build team, and conditions for successful implementation. By being aware of the barriers to implementing design-build and how to best deal with them, DOTs can use this delivery method effectively, taking advantage of its benefits.
