Of the estimated 1 billion people in the developing world who survive in conditions of extreme poverty, 70 percent live in Asia. The majority of these people live in rural areas and agriculture is their main occupation. Most of the rural poor are small and marginal farmers, landless agricultural workers, fisherfolk, artisans, female headed households, the aged and infirm, and children. The incidence of poverty is highest among female heads of households and children. The seminar on "Poverty Alleviation through Agricultural Projects" provided thirty development practitioners with an opportunity to consider strategies, policies, and practices that help alleviate rural poverty. The seminar discussed four key issues of relevance to policy makers: (1) poverty cannot be measured by income alone; (2) poverty cannot be alleviated through a short-term, piecemeal approach; (3) agricultural projects constitute one of the many means available to governments for alleviating rural poverty; and (4) the role of public sector in poverty alleviation needs to be reconsidered.

Poverty has long been a developmental challenge in the Global South in general and in sub-Saharan Africa in particular. With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.

This book conducts systematic theoretical research on the social mechanism running system based on China's targeted poverty alleviation model and poverty reduction experience. In light of the theories of Parsons’ structural functionalism, Luhmann’s social system theory, and Merton's structural functionalism, this book puts forward the "coupling" theory of China's targeted poverty alleviation strategy. From the theoretical level, the operation process of poverty reduction policy is a complex social system. Therefore, the design of poverty alleviation policies must also have a signficant spatial component." Although development projects are carefully designed and meticulously evaluated for cost effectiveness and benefits, too many of them are not sufficiently targeted geographically. The growing availability and use of spatial data, organized in a computer system such as a geographical information system (GIS), makes it more feasible to analyze the impact of projects in specific locales and to achieve more effective targeting. 'Geographical Targeting for Poverty Alleviation' introduces the basic concepts of a GIS. It also demonstrates how to organize geographic and nongeographic data. In addition, it presents different methods for using the data of the Household Income and Expenditure Survey, together with other surveys and the population census, to provide estimates for the standard of living and the incidence of poverty incidence in different geographical areas of a country. Ultimately, these estimates should be used to establish guidelines for targeting poverty alleviation projects. This publication illustrates different GIS applications for identifying the project's target population, determining the project's spatial 'sphere of influence' or deciding where to locate public facilities. "In recent years an extensive body of literature has emerged on the definition, measurement, and analysis of poverty. Much of this literature focuses on analyzing poverty at the national level, or spatial disaggregation by general categories of urban or rural areas, with adjustments made for regional price differentials. Yet for an individual city attempting to tackle the problems of urban poverty, this level of aggregation is not sufficient for answering specific questions such as where the poor are located in the city, whether there are differences between poor areas, if access to services varies by subgroup, whether specific programs are reaching the poorest, and how to design effective poverty reduction programs and policies. Answering these questions is critical, particularly for large, sprawling cities with highly diverse populations and growing problems of urban poverty. Understanding urban poverty presents a set of issues distinct from general poverty analysis and thus may require additional tools and techniques. Baker and Schuler summarize the main issues in conducting urban poverty analysis, with a focus on presenting a sample of case studies from urban areas that were implemented by a number of different agencies using a range of analytical approaches for studying urban poverty. Specific conclusions regarding design and analysis, data, timing, cost, and implementation issues are discussed.
