The process of creating and implementing sectoral policy has been described from two perspectives. On the one hand, the attention of the contributors focuses mainly on the social actors of these policy – individuals and institutions on whose activity the process of implementing specific policy provisions depends. On the other hand, the complexity of sectoral policy forces the need to refer to many areas of social life around which specific solutions are created. The effectiveness of public policy, including sectoral policy, also requires indicating the context related to the socio-political conditions in Poland. To understand why different public policies emerge in different regions, it is important to understand the details that shape them. In this volume, it is crucial to indicate the determinants of the process of creating and implementing policy relating to selected aspects of socio-economic life (de facto sectoral policy) in Polish society.

Public policies are an arena of collective actions that respond to the main problems of society. They are understood as a cycle of decisions and actions of public administration aimed at achieving the desired benefits in the future. They are mostly used when market mechanisms fail and are not able to deal with the problem on their own, or when they do not work effectively enough. The multiplicity of problems and the inadequacies in their solutions create opportunities for the emergence of new sectoral policies and interventions that address both entirely new and traditional phenomena of social life, but require a new approach that recognizes the special importance of political factors. The main objective of sectoral policies is to support the development of the identified key areas of development. Sustainable value management reveals a new space for studying business models. The traditional approach is based on the assumption that the goal of any business is to make money. All decisions regarding supply and production should be made to maximize profit. The discrepancy in creating non-economic value is sometimes the result of separating ownership from control over an enterprise. Although shareholders are interested in maximizing profit, management that actually makes decisions can also pursue other goals. In addition to economic aspects, the management intentions of modern managers are also influenced by factors arising from the organizational culture built, co-created within the organization and sometimes with the participation of external actors such as suppliers and customers. The sources of the creation of social values will be the management intentions of top management, often initiated by the adopted values and rules on the basis of which resources are bound within the structure of the business model. The value of sustainability is based on the identification of those creative sources that relate to economic and social value. Economic value is created through social value and vice versa. This allows the complementarity of the value created to be mutually supportive. The business model that integrates both of these values should be more resistant to crises than the one that is oriented only toward producing economic value. Concurrent implementation of economic and social goals increases resilience and affects the success of modern business models. This is due to the specificity of the business ecosystem that is built as part of the business model, which, in essence, is based on the use of social factors to merge the business model into a complex ecosystem capable of producing value.

European governments have re-discovered labour migration, but are eager to be perceived as controlling unsolicited forms of migration, especially through asylum and family reunion. The emerging paradigm of managed migration combines the construction of more permissive channels for desirable and actively recruited labour migrants with ever more restrictive approaches towards asylum seekers. Non-state actors, especially employer organizations, trade unions, and humanitarian non-governmental organisations, attempt to shape regulatory measures, but their success varies depending on organizational characteristics. Labour market interest associations' lobbying strategies regarding quantities and skill profile of labour migrants will be influenced by the respective system of political economy they are embedded in. Trade unions are generally supportive of well-managed labour recruitment strategies. But migration policy-making also proceeds at the European Union (EU) level. While national actors seek to upload their national model as a blueprint for future EU policy to avoid costly adaptation, top-down Europeanization is re-casting national regulation in important ways, notwithstanding highly divergent national regulatory philosophies. Based on field work in and analysis of primary documents from six European countries (France, Italy, United Kingdom, Ireland, Germany, and Poland) this book makes an important contribution to the study of a rapidly Europeanized policy domain. Combining insights from the literature on comparative political economy, Europeanization, and migration studies, the book makes important contributions to all three, while demonstrating how migration policy can be fruitfully studied by employing tools from mainstream political science, rather than treating it as a distinct subfield.
