Hacer un prólogo sobre un libro es un acto de suma responsabilidad; hacerlo sobre un tema cualquiera que implica a Colombia aumenta esa responsabilidad en la medida que este país se ha erigido en emblema de la violencia y los intentos por lograr la paz; pero hacerlo sobre un tema que ha incidido de manera significativa en su devenir es un reto que impone a cualquiera. De ahí que este prólogo debe leerse más bien como una excusa desde la que emergen vetas reflexivas y preguntas que contribuyen a la generación de líneas de investigación y futuros conocimientos. El tema que desarrolla el libro se refiere al desplazamiento forzado, más específicamente a las víctimas del desplazamiento y a las políticas públicas implementadas para ellas. Se trata de un tema delicado en la medida que incorpora a personas, a seres humanos. Todo indica que la posición de la víctima frente a la violencia, y luego frente a las instituciones gubernamentales que diseñan e implementan las políticas públicas, termina por mantenerla gravitando eternamente en torno a la ayuda del Estado y a la imperiosa necesidad de superación del dolor. Estas dos paredes, por decirlo de esta manera, integran y proyectan, además, un estado de resignación al hecho de que la justicia eternamente estará ausente. Podemos preguntar si esta condición de desplazado determinará permanentemente su singular sentido de ciudadanía o de individualidad.
