We Fought the Navy and Won is a carefully documented yet impassioned recollection of Guam’s struggle to liberate itself from the absolutist rule of the U.S. Navy. Doloris Cogan concentrates on five crucial years, 1945–1950, when, fresh out of journalism school, she had the good fortune to join the distinguished team of idealists at the newly formed Institute of Ethnic Affairs in Washington, D.C. Working as a writer/editor on the monthly Guam Echo under the leadership of the Institute’s director, John Collier, Cogan witnessed and recorded the battle fought at the very top between Collier and Navy Secretary James V. Forrestal as the people of Guam petitioned the U.S. Congress for civilian government under a constitution. Taken up by newspapers throughout the country, this war of words illustrated how much freedom of the press plays in achieving and sustaining true democracy. Part of the story centers around a young Chamorro named Carlos Taitano, who returned home to Guam in 1948 after serving in the U.S. Army in the Pacific. Taitano joined his colleagues in the lower house and walked out of the Guam Congress in 1949 to protest the naval governor, who had refused their right to subpoena an American businessman suspected of illegal activity. The walkout was the catalyst that brought approval of the Organic Act of Guam, which was signed into law by President Truman in 1950. We Fought the Navy and Won is the first detailed look at the events surrounding Guam’s elevation from military to civilian government.

Asian-American Education: Historical Background and Current Realities fills a gap in the study of the social and historical experiences of Asians in U.S. schools. It is the first historical work to provide American readers with information about highly individual ethnic groups rather than viewing distinctly different groups as one vague, global entity such as "Asians." The people who populate each chapter are portrayed as active participants in their history rather than as passive victims of their culture. Each of the twelve country-specific chapters begins with a description of the kind of education received in the home country, including how widely available it was, how equal or unequal the society was, and what were the circumstances under which the emigration of children from the country occurred. The latter part of each of these chapters deals with the education these children have received in the United States. Throughout the book, instead of dwelling on a relatively narrow range of children who perform spectacularly well, the author tries to discover the educational situation typical among average students. The order of chapters is roughly chronological in terms of when the first sizable numbers of immigrants came from a specific country.

Ranging from the Hawaiian Archipelago to the Aleutian Islands, from Silicon Valley to Guam, Pathways to the Present is a thoroughly researched and concisely argued account of economic and environmental change in the postwar "American" Pacific. Following a brief survey of the history of the Pacific, the author takes the Hawaiian Islands as the center of American activities in the region and looks at interactions among native Hawaiian, developmental, military, and environmental issues in the archipelago after World War II. He then turns to land- and water-use problems that have intersected with more nebulous quality-of-life concerns to generate policy controversies in the Seattle region and the San Francisco Bay area, especially Silicon Valley. Economic expansion and environmentalism in Alaska are examined through the lens of changes occurring along the Aleutians. From there the study considers Hiroshima after its destruction by the atomic bomb in 1945, looking at residents’ desire to combine urban-planning concepts. The author investigates the effort to remake Hiroshima as a high-tech city in the 1990s, an attempt inspired by the perceived success of Silicon Valley, and postwar planning on Okinawa, where American influences were particularly strong. The final chapter takes into account issues raised on Guam regarding the growth of tourism and the use of the island for military purposes and links these to developments in the Philippines to the west and American Sâmoa to the south. Imperial Archipelago is a comparative study of the symbolic representations, both textual and photographic, of Cuba, Guam, Hawaii, the Philippines, and Puerto Rico that appeared in popular and official publications in the aftermath of the Spanish-American War of 1898. It examines the connections between these representations and the forms of rule established by the U.S. in each at the turn of the century—thus answering the question why different governments were set up in the five sites. Lanny Thompson critically engages and elaborates on the postcolonial thesis that symbolic representations are a means to conceive, mobilize, and justify colonial rule. Colonial discourses construe cultural differences among colonial subjects with the intent to rule them differently; in other words, representations are neither mere reflections of material interests nor inconsequential fantasies, rather they are fundamental to colonial practice. To demonstrate this, Thompson analyzes, on the one hand, the differences among the representations of the islands in popular, illustrated books about the "new possessions" and the official reports produced by U.S. colonial administrators. On the other, he explicates the connections between these distinct representations and the governments actually established. A clear, comparative analysis is provided of the legal arguments that took place in the leading law journals of the day, the Congressional debates, the laws that established governments, and the decisions of the Supreme Court that validated these laws. Interweaving postcolonial studies, sociology, U.S. history, cultural studies, and critical legal theory, Imperial Archipelago offers a fresh, transdisciplinary perspective that will be welcomed especially by scholars and students of U.S. imperialism and its efforts to "extend democracy" overseas, both past and present.
