In this paper, we examine the determinants of Brazilian city growth between 1970 and 2000. We consider a model of a city, which combines aspects of standard urban economics and the new economic geography literatures. For the empirical analysis, we constructed a dataset of 123 Brazilian agglomerations, and estimate aspects of the demand and supply side as well as a reduced form specification that describes city sizes and their growth. Our main findings are that increases in rural population supply, improvements in inter-regional transport connectivity and education attainment of the labor force have strong impacts on city growth. We also find that local crime and violence, measured by homicide rates impinge on growth. In contrast, a higher share of private sector industrial capital in the local economy stimulates growth. Using the residuals from the growth estimation, we also find that cities who better administer local land use and zoning laws have higher growth. Finally, our policy simulations show that diverting transport investments from large cities towards secondary cities do not provide significant gains in terms of national urban performance.

'Competitiveness and Growth in Brazilian Cities' addresses the question of what cities can do to improve economic performance and create jobs. The topic is explored through a review of theories and policy options for city competitiveness, preliminary benchmarking of Brazilian cities, and case studies of two urban areas in Northeast Brazil the Cariri region, Cear and S o Lu s, Maranh o. The book concludes that to be competitive, cities need to reduce the cost of doing business by improving their services and infrastructure and by reducing bureaucracies. But for a middle-income country such as Brazil, which needs to be economically competitive in a globalized environment, this is not sufficient. Cities also need to add value to local businesses. A crucial part of their strategy should be to create and sustain an environment that stimulates local firms to innovate and learn from each other, to nurture the creation of synergies generated by the interconnected economic clusters in the city, and to provide incentives for all local players to continuously upgrade their level of competitiveness. With regard to local policy actions, this book highlights the cluster approach to competitiveness, with its focus on facilitating private-sector collaborations for collective efficiency. 'Competitiveness and Growth in Brazilian Cities' provides many examples of actions that may be undertaken at the local level, emphasizing the critical importance for cities to pursue a unique strategy based on their comparative and competitive advantages.

This report introduces the reader to the findings of a large-scale research project and only highlights findings reported in greater depth in project papers. Looking at a system of cities across the stages of economic growth leads to the conclusion that the potential size of a city at any one point in time is insensitive to most actions of local public officials. At the same time, economic development brings in its wake a transformation in the manmade resources available in secondary centers, as well as checks to further, accelerated growth in pre-eminent centers. For most secondary centers there is little opportunity to profit from a transfer of dynamism from the metropolis in the form of relocations and new metropolitan-based branches. The limited search for location alternatives is responsible for this. Secondary centers can, however, count on the expansion of stationary firms and on the generation of new independent units to help bring about growth. Local officials should concentrate on providing public services at the local level and on finding ways to increase the availability of leasable space for smaller businesses. At the national level the best spatial policy is a set of efficient sectoral policies.
