Water provides benefits as a commodity for agriculture, industry, and households, and as a public good such as fisheries habitat, water quality and recreational use. To aid in cost-benefit analysis under conditions where market determined price signals are usually unavailable, economists have developed a range of alternative valuation methods for measuring economic benefits. This volume provides the most comprehensive exposition to-date of the application of economic valuation methods to proposed water resources investments and policies. It provides a conceptual framework for valuation of both commodity and public good uses of water, addressing non-market valuation techniques appropriate to measuring public benefits - including water quality improvement, recreation, and fish habitat enhancement. However, even as the nature and needs of economies change, water continues to be allocated to other than high priority uses, water quality continues to decline, environmental uses get inadequate attention, and floods and droughts take an unnecessarily severe toll. One reason for this is that price signals that reflect scarcities of goods and thereby guide investments and resource allocation in the private sector are usually distorted or absent in decision-making relating to water. To aid in cost-benefit analysis under conditions where appropriate price incentives are absent, economists have developed a range of alternative or 'non-market' methods for measuring economic benefits. Robert Young aims to provide the most comprehensive exposition to-date of the application of nonmarket economic valuation methods to proposed water resources investments and policies. Because water in the United State has not been traded in markets, there is no meaningful estimate of what it would cost if it were traded. But failing to establish ground water's value--for in situ uses such as sustaining wetlands as well as for extractive uses such as agriculture--will lead to continued overuse and degradation of the nation's aquifers. In Valuing Ground Water an interdisciplinary committee integrates the latest economic, legal, and physical knowledge about ground water and methods for valuing this resource, making it comprehensible to decisionmakers involved in Superfund cleanup efforts, local wellhead protection programs, water allocation, and other water-related management issues. Growing global water stress caused by the combined effects of growing populations, increasing economic development, and climate change elevates the importance of managing and allocating water resources in ways that are economically efficient and that account for interdependencies between food production, energy generation, and water networks—often referred to as the “food-energy-water (FEW) nexus.” To support these objectives, this report outlines a replicable hydro-economic methodology for assessing the value of water resources in alternative uses across the FEW nexus–including for agriculture, energy production, and human consumption—and maximizing the benefits of these resources through optimization analysis. The report’s goal is to define the core elements of an integrated systems-based modeling approach that is generalizable, flexible, and geographically portable for a range of FEW nexus applications. The report includes a detailed conceptual framework for assessing the economic value of water across the FEW nexus and a modeling framework that explicitly represents the connections and feedbacks between hydrologic systems (e.g., river and stream networks) and economic systems (e.g., food and energy production). The modeling components are described with examples from existing studies and applications. The report concludes with a discussion of current limitations and potential extensions of the hydro-economic methodology.

The aim in this paper was to present the details of an economic modeling exercise conducted on the Musi Catchment of the Krishna Basin. The model has the unique characteristic of being able to value the water used on individual crops and in different regions. Thus, the individual values of water used to produce different crops, grown over two different seasons and over five very different regions within a catchment, were determined. This is a significant improvement over previous attempts, where a single value of water in a catchment was derived regardless of what it is used for, when it was used and where it used in the catchment. In addition to the agricultural valuation process, some account was made for the other uses of water and how they should be valued. The worth of these findings cannot be underestimated as the results are useful to those who need to allocate scarce water supplies between competing uses within a catchment. The assumptions underlying the model, the data used and the results and implications drawn are fully detailed in this paper. This model was connected to a hydrological model and used to simulate various scenarios on the water situation facing users in the basin. This model is the forerunner of similar modeling attempts on similar problems in other regions of the Krishna Basin and in the Murray Darling Basin of Australia.
