In asymmetric interstate conflicts, great powers have the capability to coerce weak states by threatening their survival—but not vice versa. It is therefore the great power that decides whether to escalate a conflict into a crisis by adopting a coercive strategy. In practice, however, the coercive strategies of the U.S. have frequently failed. In Coercion, Survival and War Phil Haun chronicles 30 asymmetric interstate crises involving the US from 1918 to 2003. The U.S. chose coercive strategies in 23 of these cases, but coercion failed half of the time: most often because the more powerful U.S. made demands that threatened the very survival of the weak state, causing it to resist as long as it had the means to do so. It is an unfortunate paradox Haun notes that, where the U.S. may prefer brute force to coercion, these power asymmetries may well lead it to first attempt coercive strategies that are expected to fail in order to justify the war it desires. He concludes that, when coercion is preferred to brute force there are clear limits as to what can be demanded. In such cases, he suggests, U.S. policymakers can improve the chances of success by matching appropriate threats to demands, by including other great powers in the coercive process, and by reducing a weak state leader's reputational costs by giving him or her face-saving options.

Planning For War At Sea written by Evan Wilson and has been published by Naval Institute Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2025-02-04 with History categories.
How have navies contemplated possible enemies? How did they learn, or fail to learn, once operations began? How does this analysis inform today’s planning for future conflict? These questions guide the noted historians and naval strategists who contributed to Planning for War at Sea. A central theme is the regular failure of navies’ best-laid plans. Covering four centuries of naval warfare, the chapters illustrate the challenges all navies faced when considering possible enemies. Even during the Age of Sail, ships were among the most expensive and long-term national endeavors. Navies therefore planned well in advance for future wars, usually without knowing their adversaries or how they would fight them at sea. Building a capable navy requires sustained investment in naval infrastructure long before the fighting starts. In the final chapters naval strategists expand on this historical analysis to address how effectively or ineffectively today’s three leading navies—Russia, China, and the United States—have configured themselves during the post–Cold War era in preparing for future great power conflict. This collection is an important work for strategists, scholars, and policymakers.

General Lord Ismay's name is little known today, but he participated in, and was witness to, decision-making at the highest level of government, before, during and after the Second World War. Immediately prior to the outbreak of hostilities, he was Secretary of the Committee of Imperial Defence responsible for advising government on strategy and preparations for war. As wartime Chief Staff Officer to Prime Minister Winston Churchill, he became a close confidant and rarely left Churchill's side, whether in Britain or abroad at international conferences. He was instrumental in conciliating the sometimes-fractious relationship between the Prime Minister and the Service Chiefs of Staff. In 1947, Ismay went to India as Chief of Staff to the Viceroy, Lord Mountbatten, and was closely involved in the drama of Partition. As the first Secretary General of NATO from 1952 to 1957, he was instrumental in building the foundations of the Alliance and preserving its unity and cohesion at the height of the Cold War. He also played a central role in reshaping the higher management of defence in Britain, including the creation of the Ministry of Defence. This fascinating book tells the story of his life and work.

This book explores collaborations between the European Union (EU) and the CELAC ( Community of Latin American and Caribbean States) in science diplomacy, as well as the related areas of cyberdiplomacy and techplomacy. It focuses on how interregional collaboration could strengthen societal resilience in both LAC and EU member countries and contribute to realising the SDGs and Agenda 2030 objectives. The book explores the history of EU relations with LAC, and provides a conceptual basis for science diplomacy, including cyberdiplomacy and techplomacy in the context of international relations and diplomacy studies. It highlights how COVID-19 has accelerated pre-existing trends in diplomacy in EU and LAC, forcing diplomats online and making them confront scientific and technical issues as core parts of foreign policy agendas and future pandemic preparedness. The book also examines the role of science diplomacy between these regions in relation to the climate change debate and reflects onwhether the EU-LAC collaboration in science and R&D can be taken to a policy level. It provides suggestions on ways in which the CELAC and the EU could collaborate, both in promoting a ruled-based cyberspace and in strengthening digital resilience, and situates this collaboration in the broader geopolitical, scientific and technological environments. Authored by experts in this field, this highly topical book is of interest to a wide readership interested in diplomacy studies, public policy, international relations, regionalism, and S&T studies.

A captivating history of diplomacy—and an urgent reminder of why we need to revive its lost arts to survive in a dangerous era of great power competition From the beginning of time, human societies have found themselves confronted by enemies too numerous or ferocious to defeat solely by force of arms. In these dramatic moments, wise leaders have turned to diplomacy to rearrange the gameboard in their favor and stymie seemingly unstoppable foes. In Great Power Diplomacy, American historian and diplomat A. Wess Mitchell recounts the forgotten story of how history’s most legendary empires have used diplomacy as a tool of grand strategy to outwit, outmaneuver, and outlast militarily superior opponents. Through fifteen centuries of history, Great Power Diplomacy recreates the perilous junctures, colorful personalities, and intricate statecraft that led to some of history’s most stunning diplomatic achievements—and greatest disasters. The protagonists include giants like Richelieu, Metternich, Bismarck, and Kissinger, but also a lesser-known cast of scoundrels, eunuchs, drunkards, and fools. At every turn, fortune favored those great powers with the foresight and dexterity to build winning alliances, splinter enemy coalitions, and, when necessary, make peace with their bitterest foes. Diplomacy of this kind has become a lost art in recent years as Western elites embraced the illusion that globalization and the spread of democracy would create a borderless world where nations would live in harmony and war would be abolished from the human story. But, as Great Power Diplomacy reveals, we will need to rediscover the secrets of skillful statecraft as the world enters an unstable new era in which continent-sized great powers compete for territory, resources, and prestige. By recalling diplomacy’s rich past, we can equip ourselves for a more dangerous future.

Indian National Security And Counter Insurgency written by Namrata Goswami and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-11-27 with History categories.
This book, based on extensive field research, examines the Indian state’s response to the multiple insurgencies that have occurred since independence in 1947. In reacting to these various insurgencies, the Indian state has employed a combined approach of force, dialogue, accommodation of ethnic and minority aspirations and, overtime, the state has established a tradition of negotiation with armed ethnic groups in order to bolster its legitimacy based on an accommodative posture. While these efforts have succeeded in resolving the Mizo insurgency, it has only incited levels of violence with regard to others. Within this backdrop of ongoing Indian counter-insurgency, this study provides a set of conditions responsible for the groundswell of insurgencies in India, and some recommendations to better formulate India’s national security policy with regard to its counter-insurgency responses. The study focuses on the national institutions responsible for formulating India’s national security policy dealing with counter-insurgency – such as the Prime Minister’s Office, the Cabinet Committee on Security, the National Security Council, the Ministry of Home Affairs and the Indian military apparatus. Furthermore, it studies how national interests and values influence the formulation of this policy; and the overall success and/or failure of the policy to deal with armed insurgent movements. Notably, the study traces the ideational influence of Kautilya and Gandhi in India’s overall response to insurgencies. Multiple cases of armed ethnic insurgencies in Assam, Manipur, Mizoram, and Nagaland in the Northeast of India and the ideologically oriented Maoist or Naxalite insurgency affecting the heartland of India are analysed in-depth to evaluate the Indian counter-insurgency experience. This book will be of much interest to students of counter-insurgency, Asian politics, ethnic conflict, and security studies in general.

The Marquess Of Londonderry written by N.C. Fleming and has been published by Bloomsbury Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2024-02-22 with History categories.
Charles Stewart Henry Vane-Tempest-Stewart, the seventh Marquess of Londonderry, has long been a divisive figure in British and Irish history. Was he an anti-Semitic Nazi sympathizer, as some have argued, or did he seek to preserve peace in Europe? Should he be blamed for the breakdown of the World Disarmament Conference, as the Labour party maintained, or did he help to preserve the Royal Air Force that ultimately secured victory in the Battle of Britain? Was he the founding father of integrated education in Northern Ireland, or the friendly face of a sectarian government? In the paperback edition of The Marquess of Londonderry, N.C. Fleming answers these questions and more. This updated and expanded biography draws extensively from private family papers and state papers, as well as new scholarship, to provide an illuminating and rounded study of an infamous and often misunderstood aristocrat. It contains new details about his household and wealth, his travels across the British Empire, and his ownership of collieries in County Durham. Londonderry's political beliefs are fully examined, including his attitudes to democracy, capitalism, women's rights, religion, trade unions, and anti-Semitism. It charts his diplomatic efforts at the League of Nations, and his promotion of Anglo-German understanding in response to the aggressive policies of Adolf Hitler. Fleming places Londonderry's political career in the context of aristocratic decline and growing calls for social equality. He demonstrates how Londonderry defied contemporary expectations by holding on to high office, and how he continued to have the attention of powerful figures even after his removal from the government.
