Dabei lasst die Analyse von Genese und Wirkungsweise der Kulturabkommen mit fremden Staaten sowie der zwischen Bund und Landern sorgfaltig ausgehandelten Verfahrensregelungen, etwa der Lindauer Vereinbarung oder der Kramer-Heubl-Absprache, Ruckschlusse auf das Konzept der "Rechtsnorm" und die traditionelle Rechtsquellenlehre zu. Eine verfassungsrechtliche Kategorisierung dieser Phanomene erweist sich fur ihr Verstandnis als unzureichend; vielmehr ist die starkere Einbeziehung rechtssoziologischer Perspektiven erforderlich.
