Studienarbeit aus dem Jahr 2005 im Fachbereich Politik - Thema: Europäische Union, Note: 1,7, Bergische Universität Wuppertal, Veranstaltung: European Policies - Europäische Politikfelder, Sprache: Deutsch, Abstract: Die EU gewährt jedem Bürger eines seiner Mitgliedstaaten das Recht auf Freizügigkeit, d.h., daß es allen Bürgern der Europäischen Union freisteht den Ort selbst zu bestimmen an dem sie arbeiten, wohnen oder studieren, ohne dabei Rücksicht auf Visa oder Einreisebestimmungen nehmen zu müssen1. Das Recht auf Freizügigkeit ist dabei zunächst bei der Schaffung des Binnenmarktes geschaffen worden um Arbeitnehmern die freie Bewegung innerhalb des EU-Arbeitsmarktes zu ermöglichen, und war bis 1993 auch nur dieser Personengruppe vorbehalten2. (Arbeits-) Migration war also nicht nur in Kauf genommen sondern sogar gewünscht. Seit dem 1. Mai 2004 gehören der EU 10 neue Mitgliedstaaten, deren durchschnittliches BIP im Schnitt weniger als 50 % des durchschnittlichen BIP der restlichen Mitgliedstaaten liegt3. Auch liegt die Arbeitslosenquote in den neuen Mitgliedstaaten im Schnitt über dem der alten Mitgliedstaaten und ist mit durchschnittlich ca. 10 % hoch4. Angesichts dieser Tatsachen ist es sehr wahrscheinlich, daß es zu größeren arbeitsmotivierten Migrationsbewegungen innerhalb der Europäischen Union kommen wird5. Schließlich hat die EU eine Übergangsregelung von 2 Jahren geschaffen, in denen die neuen EU-Bürger noch nicht dieselbe Freizügigkeit genießen wie die Bürger der alten EU Staaten6. Des weiteren gibt es auch keinen Automatismus, der den neuen EU-Bürgern die gleichen Rechte einräumt, nach Ablauf dieser Frist. Es kann also eine Einschränkung der Freizügigkeit bis maximal 2009 ausgeweitet werden, es sei denn, ein Mitgliedstaat hat im nationalen Arbeitsmarkt mit besonderen Problemen zu kämpfen, was diesem wiederum erlauben würde, die Einschränkung der Freizügigkeit bis maximal 2011 auszuweiten, wobei ab dann keine weitere Ausweitungen dieser Restriktionen mehr möglich sind. Ich werde versuchen eine kleine Skizzierung der eventuell zu erwartenden Probleme sowie Herausforderungen, die nach der Ablauf dieser Fristen entstehen könnten, zu geben.

Numerous studies explore immigration policies of individual receiving countries. But these studies share several weaknesses. First and foremost, they are empirically orientated and lack a general theory. Second, most examine the policy of single country during a limited period, or, in a few cases, are contributed volumes analyzing each country separately. In general, immigration policy literature tends to be a-theoretic, to focus on specific periods and particular countries, and constitutes an array of discrete bits. This book is a response to this trend, offering a theoretical approach to immigration policy. It explains how governments decide on the number of immigrants they will accept; whether to differentiate between various ethnic groups; whether to accept refugees and on what basis; and whether to favour permanent immigration over migrant workers. The book also answers such questions as: How much influence do extreme-right parties have on the determination of immigration policy? Why do anti-immigration parties and initiatives enjoy greater success in local-state elections, and in the elections for the European Parliament, than in national elections? And under what circumstances does immigration policy become an electoral issue? In contrast to most other countries, both Germany and Israel have descent-based concepts of nationhood and have granted members of their nation (ethnic Germans and Jews) who wish to immigrate automatic access to their respective citizenship privileges. Therefore these two countries lend themselves well to comparative analysis of the integration process of immigrant groups, who are formally part of the collective "self" but increasingly transformed into "others." The book examines the integration of these 'privileged' immigrants in relation to the experiences of other minority groups (e.g. labor migrants, Palestinians). This volume offers rich empirical and theoretical material involving historical developments, demographic changes, sociological problems, anthropological insights, and political implications.
