Immer haufiger werden Berichte wie dieser veroffentlicht, in denen ein Arztemangel beschrieben oder prophezeit wird. Diese Studie zeigt auf, inwieweit ein solcher tatsachlich besteht und welche messbaren Auswirkungen er auf die Inanspruchnahme ambulant-medizinischer Leistungen hat. Zunachst wird hergeleitet, wieso ein Arztemangel befurchtet wird. Thematisch analysiert werden hier unter anderem der Ruckgang der Allgemeinarzte, der demografische Wandel und seine Folgen sowie das zunehmende Vorhandensein von Multimorbiditat in der deutschen Bevolkerung. Nach der theoretischen Erschliessung des Arztemangels wird empirisch dessen Auswirkung gemessen. Hierzu wird Andersens Behavioral Model of Health Service Use verwendet. Anhand der Ergebnisse lasst sich einschatzen, ob ein Einfluss des Arztemangels auf das Inanspruchnahmeverhalten der Patienten besteht und wie stark ein solcher ist, sodass zum Abschluss ein umfassendes Bild uber das Vorhandensein und die Auswirkungen des Arztemangels in Deutschland entsteht. In einem kurzen Ausblick werden Handlungsmoglichkeiten und Strategieansatze vorgestellt, um das Defizit zu beheben."

Regional mortality differences are one dimension of health inequalities, but its trends and determinants in Germany are widely unknown. This book examines and illustrates patterns of regional mortality in Germany—with focus on small-area differentials—and their changes over time. It identifies explanatory factors at individual and regional level. Mortality differences between eastern and western Germany exist, but small-area mortality differentials are often greater. Though the main spatial mortality patterns remain, this study provides evidence that some distinct changes in the small-area mortality patterns in Germany—especially among women—occurred within a short period of time. Mortality inequalities at younger ages and in behavior-related causes as well as differences in socioeconomic conditions contribute strongly to regional mortality differences in Germany. The book shows that the complex interplay between individual- and regional-level mortality risk factors requires a multidimensional approach to reduce regional mortality inequalities.

This book traces transformations in German views of Russia in the first half of the twentieth century, leading up to the disastrous German invasion of the Soviet Union in 1941. Casteel shows how Russia figured in the imperial visions and utopian desires of a variety of Germans, including scholars, journalists, travel writers, government and military officials, as well as nationalist activists. He illuminates the ambiguous position that Russia occupied in Germans' global imaginary as both an imperial rival and an object of German power. During the interwar years in particular, Russia, now under Soviet rule, became a site onto which Germans projected their imperial ambitions and expectations for the future, as well as their worst anxieties about modernity. Casteel shows how the Nazis drew on this cultural repertoire to construct their own devastating vision of racial imperialism.

NGOs are seen as important actors of international relations and foreign policy by many scholars. However, such a perspective has rarely been empirically examined. This book therefore takes a look at the access granted to NGOs by the state to the planning and decision-making processes in foreign and security policy. By applying the theoretical concept of security governance, the author takes a look at frameworks such as the German Action Plan Civil Crisis Prevention, the Coordination Committee Humanitarian Aid, the Dutch PSD Network and the National Action Plan 1325. In conclusion, a comparison between Germany and the Netherlands reveals where NGOs can gain more access to foreign security policy. It eventually enables the author to argue how big or small the role of these non-state actors really is and what consequences this implies for both the empirical and theoretical side of foreign policy. Andreas Werner, M.A., studied Political Science, International Relations, Philosophy as well as Peace and Conflict Studies at the University of Marburg and at the Mount Allison University, Canada. He successfully defended his PhD thesis at the University of Münster in 2015. He currently works as a research associate at the German Police University.

Das sogenannte Beschneidungsgesetz wurde am 12. Dezember 2012 vom Deutschen Bundestag beschlossen. Seitdem sind Jungen in Deutschland rechtlos gestellt, was ihre Genitalautonomie angeht. Ulf Dunkel stellt die seit Juli 2012 vorangegangene kurze, aber in Teilen sehr heftig geführte Beschneidungsdebatte vor und analysiert die Standpunkte der damaligen Beteiligten. Dabei wurde die Hauptgruppe der Beteiligten überhaupt nicht gehört – die Betroffenen: Männer, die als Kinder aus religiösen, traditionellen, hygienischen oder pseudomedizinischen Gründen vorhautamputiert wurden. Viele leiden bis heute durch den Verlust des empfindsamen, funktionalen und schützenden Vorhautgewebes und damit auch durch den Verlust an erotischer Empfindsamkeit. Eine Bewertung der Sitzungen des Deutschen Bundestags und des Deutschen Ethikrats stellt fest, mit wieviel Halbwissen und unwahren Behauptungen vor allem Religionsvertreter hier für ihre eigenen und gegen die Interessen der hilflosen Knaben argumentiert haben. Über allem in der damaligen Beschneidungsdebatte schwebte jedoch der ständige Vorwurf, antisemitisch und islamophob zu sein, wenn man sich für die Menschenrechte von Kindern einsetzt. Dunkel kommt zu einem klaren Ergebnis der Beschneidungsdebatte, die seit 2012 weltweit nicht verstummt ist, wie es sich die damalige Bundeskanzlerin Angela Merkel gewünscht hatte.
