Since the 1990s, Germany has embarked on a daring campaign to restructure its energy system around renewable power, sparking a global revolution in solar and wind technology. But this pioneering energy transition has been plagued with problems. In Energy and Power, Stephen G. Gross explains the deeper origins of the Energiewende--Germany's transition to green energy--and offers the first comprehensive history of German energy and climate policy from World War II to the present. The book follows the Federal Republic as it passed through five energy transitions from the dramatic shift to oil that nearly wiped out the nation's hard coal sector, to the oil shocks and the rise of the Green movement in the 1970s and 1980s, the co-creation of a natural gas infrastructure with Russia, and the transition to renewable power today. He shows how debates over energy profoundly shaped the course of German history and influenced the landmark developments that define modern Europe. As Gross argues, the intense and early politicization of energy led the Federal Republic to diverge from the United States and rethink its fossil economy well before global warming became a public issue, building a green energy system in the name of many social goals. Yet Germany's experience also illustrates the difficulty, the political battles, and the unintended consequences that surround energy transitions. Interspersed between these most commonly named elements are the following: First, the high political integrating force of the German Model after WWII was based on the adoption and transformation of corporatist political structures from National Socialist Germany. Liberal capitalism was (re)introduced under political competition between Christian Democrats and Social Democrats, who eventually found common ground in the politically mediated compromise between capital and labor: “This compromise was negotiated and institutionalized at a time when the communist wing of the workers movement and the authoritarian voices of German capital – for various reasons – were excluded from political participation” (Streeck, 1999, p. 15; translation: SB). The partnership between firms and unions manifested itself in manifold institutional structures. Apart from the social partners’ autonomy in matters of wage policy, worker codetermination at plant level and in operations is regarded as one of the special achievements of the German Model and has contributed substantially to social peace. The political coordination forms of concerted action, round tables, as well as modernization and crisis cartels gave birth to a highly complex political decision-making structure which, based on a federalist setup, has rightly been called “negotiation state” (Esser, 1998, p. 123). Second, the material foundation of this “Social Democratic class compromise” (Buci-Glucksmann & Therborn, 1981) consisted in the Federal Republic’s – in the words of Göste Esping-Andersen – “conservative-liberal” form of welfare state.

One of the most notable features of literature about "new economic geography" is a close association between theoretical and empirical work. In contrast to earlier research, theoretical studies are often much more strongly focused on real-world phenomena. At the same time, empirical work is often more closely tied to theoretical models. Instead of purely detecting possible stylized facts, considerable efforts have been made to test for the relevance of theoretical results.A major shortcoming of recent empirical work in urban economics is, however, the startling concentration on basically only two estimation strategies. Probably driven by limited data availability, most analyses are either cross-country studies which usually seek to explore a data set as rich as possible, or the studies examine single country data and then often focus on U.S. experiences.This book aims to provide a new - European - perspective. The basic idea is that a focus on European cities, apart from being interesting for itself, allows to combine both previous approaches. In particular, there is considerable cross-country variation while, in addition, also reliable historical data is available. Therefore, it is one of the contributions to compile a new data set of European cities which covers 13 countries and ranges from 1870 to 1990.This set of data is then applied to explore several hypotheses which have been recently proposed in literature. In particular, three sets of issues are discussed: the growth pattern of cities and their implications for Zipf's law, the relationship between trade openness and urban concentration, and the role of history for city growth. The results are often striking. In contrast to some previous findings, for instance, there is only weak evidence for random growth across cities. Also, the empirical evidence for an association between external trade and internal geography turns out to be shaky. Finally, it is argued that the urban dominance of Vienna after the dissolution of the Austro-Hungarian Empire in 1918 is evidence in favor of path dependence in city growth.Taken together, the book shows that the European experience provides a rich laboratory of real-world data which still waits to be explored.
