Developing a Sustainable Economy in Cameroon is an ambitious effort as the authors try to set a blue print for Cameroon's economy. In the 1980s facing economic crisis, and as dictated by the structural adjustment programme, Cameroon sharply cut public investment expenditures before later cutting government consumption which were followed by privatisation, liquidation of public companies and reduction in the size of the public sector. All these measures are believed to have had devastating effects on the economy. Given the performance of the economy so far the authors suggest that much more effort, with a strong commitment of the main stakeholders, is required to guarantee sustainable economic development in Cameroon. Truly, very few countries in Africa possess such enormous human and natural resources as Cameroon does. Master's Thesis from the year 2018 in the subject Environmental Sciences, grade: A, University of Buea, course: LLM International Law, language: English, abstract: This work has engaged in refining current understandings of the possibilities for attaining environmental conservation objectives amidst the incessant struggle for economic advancement in Sub-Saharan Africa (SSA). It has examined the inability of the region to properly assimilate sustainable developmental tenets as reflected in the weaknesses of the several legislations that exist. The analysis was done through the concept of the respect for the Rule of Law and considered all relevant factors in terms of structural and administrative changes as well as reflected needs of the region, using Cameroon as a case study. Through the doctrinal research approach, it demonstrated in theory, the correlation between environmental protection and economic development. Looking at the legal, policy and institutional frameworks for environmental protection within SSA and Cameroon, it has examined the effect of the several legislations on business and trade, and therefore the overall upshot on economic development. The work has consequently scrutinized the possibility of reconciling environment and economic needs through green growth and a green economy. Amidst these difficulties associated with the concept of sustainable development, the question was therefore contemplated whether the pressing international calls for the restriction of the use of Africa’s resources could be tantamount to a disguised neo-colonialist move by former imperialist nations to retard the region’s advancement. The findings of the work therefore revealed outweighing difficulties associated with presently attaining green growth within the region and how its efforts continually stifle economic growth and development. The weaknesses inherently associated with the concept of sustainable development, which are strongly reflected in the prevailing African situation established some misgivings about the good-faith propagated by the ‘rich North’ towards the ‘poor South’. The work therefore suggested that the region should properly weigh its needs and goals in the light of the environment and the economy, and not rush into commitments it cannot live up to. To achieve this, it would have to integrate the opinions of all stakeholders into the decision-making process, from public to private and to individual levels.

This country case study, part of the Operations Evaluation Department (OED) A Review of the 1991 World Bank Forest Strategy and Its Implementation, evaluates World Bank operations in Cameroon for their consistency with the strategy. The strategic aspects of those operations are judged here on their relevance, effectiveness, efficiency, institutional development, and sustainability. The fundamental objective of the forest policy reform in Cameroon was to establish a transparent, equitable, and sustainable management system for forest resources. The outcome of the reform process was limited, for four reasons. First, the government of Cameroon lacked genuine commitment and the capacity to carry out the reform. Second, key actors in the reform process (particularly foreign logging companies and the parliament) chose to oppose it. Third, partners such as the World Bank failed to devise an implementation strategy compatible with the underlying dynamics of political and socioeconomic changes in Cameroon. Finally, while Cameroon's forest policy is well codified in documents, it is poorly implemented. Although the reforms have led to increased tax revenues and increased the share of GDP attributable to the forest sector, the structural underpinnings of the sector have been little affected. Government agencies in the sector continue to be weak. The international logging companies that dominate the sector continue to have a free hand in the development and use of the forest resources of Cameroon. Local communities were left out of the reform process, despite the declared objective to include them in forest resource management. Overall, the interventions of the Bank inside and outside the forest sector in Cameroon were relevant to its strategic objectives, but they were neither efficacious nor efficient. Because of weak institutional development, the achievements are unlikely to be sustained. The Bank should focus its future reform efforts in Cameroon on the collection and dissemination of relevant and reliable information, working with a larger set of stakeholders, and using more Cameroonian expertise to gain local perspective and build capacity. The success of such an approach hinges on government commitment and the cooperation of other donor countries, including those with timber interests in Cameroon.
