Until recently, not much effort has been spent on developing e-learning courses with the intention of reuse. Generally, e-learning content developers have not used specifications or standards. As a result, every time a course needed to be developed, the course was started from scratch, even if the contents were quite similar to previously developed courses. This obviously wastes much time and effort and is inherently an inefficient technique. By the introduction of a fairly new concept of learning objects, developing and organizing learning/instructional content into small modules has enabled more organized development. Learning objects are logically demarcated units of content having at least one learning objective. They are independent of other learning objects and communicate their learning objective. Dividing the content into such learning objects and describing them through standard meta-data can make them highly reusable and portable. There is no existing industry standards based e-learning model that embeds a sound instructional design strategy and automates the linking of personnel in an organization to learning objects. Also, there has been no work done in investigating the costs of a learning object-based e-learning project. This study thus has two main contributions: (1) the development of an e-learning model for an industrial enterprise that is not only specific to the instructional design needs of the organization, but is also compliant with industry standards; and (2) the investigation of the cost differential of an e-learning project developed with learning objects when compared to an e-learning project without learning objects. The research approach was to develop a course using learning objects and to use the experience to develop an e-learning model that an organization can implement to create and deploy a learning object-based repository and/or curriculum. Corporate e-learning has become increasingly important in the contemporary universal-access business world, and can provide strategic and competitive advantages to corporations as a way to accelerate training and reduce the high costs of face-to-face learning programs. However, most of the books that are written about e-learning do not describe in detail how corporate e-learning is actually implemented within a specific company. Corporate E-Learning fills that gap by describing in depth how e-learning programs are developed and instituted, and how their effectiveness is measured, from the perspective of practicing e-learning professionals at IBM, an early and liberal user of e-learning technologies to train their global workforce. Drawing on a wealth of in-person interviews of numerous e-learning professionals at IBM, as well as recent e-learning literature, Tai discusses how IBM has significantly contributed to the evolution of corporate e-learning. In the course of doing so, he makes useful comparisons with other companies and industries, and draws conclusions that are applicable to any company considering utilizing e-learning. Companies should be careful, concludes Tai, to use e-learning only when it makes strategic and economic sense, not simply because the technology is available. In addition, e-learning should always be used along with other more traditional means of learning, and carefully monitored by feedback mechanisms to measure whether its objectives have been accomplished, and how e-learning programs might improve in the future. The effective utilisation of e-learning resources in a small and medium sized enterprise (SME) depends on a sound learning infrastructure. This is the main result of a small research project, jointly undertaken by Cedefop and the European Commission (DG Education and Culture) that looked at the key issues in the use of e-learning in SMEs. A learning infrastructure is not just about computers and networks but entails the existence of a training strategy for human resource development. There is little evidence, apart from isolated knowledge-rich companies, to suggest that an individual SME is able to provide this kind of infrastructure. Thus, regional based support or advisory bodies must play a key role. E-learning in SMEs may be most powerful when it is integrated in company business processes through networks and systems for business development. This facilitates informal learning which is integrated with work processes. The goal of this research was to develop an e-learning model to address the needs of the South African corporate sector. To do this it was necessary to reach an understanding of: the South African corporate training needs; the difference between training, education, academic learning and learning theory; academic e-learning best practices and their integration into the e-learning model; various instructional /learning design models and how they can enhance e-learning in the corporate sector in South Africa and general and legislative requirements for the development of elearning portals in the South African corporate sector. Reeves and Hedberg (2003) recommend that research with a development goal should use an eclectic-mixed methods-pragmatic paradigm, and multiple research instruments to collect data. This study was conducted within an ICT company that designs e-learning courses for different companies. Three corporate learning portals developed by this company from the INSETA and BANKSETA were carefully interrogated to see if there is a match between the stated and the applied e-learning design methodology.
