In March 2020, a regional inception workshop was held in Ghana a project of the Food and Agriculture Organization of the United Nations (FAO) and the Norwegian Agency for Development Cooperation (Norad) entitled Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives. This is the report from the workshop. The project promotes the application of the principles of the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (the SSF Guidelines) in FAO member countries and regions. The project end date was originally in December 2019 but was extended for another year into 2020 to focus on the issue of empowering women in fisheries for sustainable food systems. Accordingly, the project will support women in small-scale fisheries, particularly in the postharvest sector, with a view to improving food security and nutrition and promoting gender equality. In 2020, related activities will begin in Ghana, Malawi, Sierra Leone, Uganda and the United Republic of Tanzania. The project will also support sharing lessons learned and good practices, and it will help to strengthen institutional structures at the regional and global levels.

The small-scale fisheries subsector is a crucial provider of livelihoods, nutrition, and food security to millions of people all over the world. However, small-scale fishers, fishworkers and their communities face many challenges, including lack of recognition, limited participation in decision-making, unsustainable use of aquatic resources, climate change impacts and conflicting interests with other sectors. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument entirely dedicated to small-scale fisheries and provide guidance on how to address existing challenges in the subsector. One of the key areas discussed in the SSF Guidelines is the need for an enabling environment that promotes good governance. This publication, Small-scale fisheries governance – A handbook in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, was based on a number of training courses on governance in small-scale fisheries. This manual aims at providing practical guidance on how to achieve gender-equitable small-scale fisheries in the context of the implementation of the SSF Guidelines. Women play a key role, in particular in post-harvest activities relating to processing, marketing and trade, but their role remains undervalued. Within the broader context of the FAO Blue Growth Initiative, this publication therefore contributes to SP 1 Outcome 101 - Member countries and their development partners make explicit poli tical commitments in the form of policies, investment plans, programmes, legal frameworks and the allocation of necessary resources to eradicate hunger, food insecurity and malnutrition. This book provides a transdisciplinary assessment of multiple countries’ legal and policy frameworks vis-à-vis the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, adopted in 2014 by the Committee on Fisheries of the Food and Agriculture Organization of the United Nations. Based on an appraisal framework used to facilitate the unpacking of those frameworks, this book collects country experiences and regional perspectives on a range of cross-cutting issues underpinning the protection of the rights and the promotion of justice for small-scale fishers and their communities. This book aims to be the first collection to present a systematic and in-depth assessment of existing national legal and policy frameworks vis-à-vis the SSF Guidelines. This assessment is done through the transdisciplinary and collaborative work of researchers, governments, and civil society organizations for the analysis of the cross-thematic questions, which the contributors of this book aim to address. Firstly, what are the relevant laws and policies that matter for securing rights of small-scale fishers and their communities? How are small-scale fisheries defined by national laws and policies? How are small-scale fisheries treated (i.e., specifically or generally) in these instruments? Are there specific provisions and references to small-scale fisheries or any of its associated terminologies (e.g., artisanal, subsistence, traditional, indigenous)? Secondly, how the relevant instruments address the 8 small-scale fisheries key issues outlined in that rapid appraisal study? What are the strengths and gaps in these instruments? Do they address issues that are not covered by the SSF Guidelines? Do they contribute to clarifying other legal issues that are relevant for sustainable small-scale fisheries? Finally, since the book also aims to explore the accessibility of these legal and policy instruments for those to which they matter the most (the small-scale fishers), the following questions were also considered: What challenges do they face in knowing and understanding the relevant laws and policies in place? Which tools, measures and processes are available in the countries to ensure small-scale fishers can claim for their rights? The Strategic Action Programme (SAP) highlights fisheries and marine regional and national action plans, developed by Indonesia and Timor-Leste fisheries authorities and national scientific advisory groups (NSAGs) in close consultation with wider technical stakeholders. The SAP details clear initiatives for a five-year implementation period to protect the rich biodiversity and unique habitats within the Indonesian Seas Large Marine Ecosystem (ISLME) region, shared by Indonesia (98 percent) and Timor-Leste (2 percent). Endorsed by both governments in January 2024, the SAP sets concrete timeframe, targets to achieve and the actors for each initiative; and with proposed risks and management strategies to guide efforts towards sustainability. Formulated based on the findings of the Transboundary Diagnostic Analysis (TDA), a scientific document that identified the five primary environmental concerns (PECs) for ISLME sustainability, the SAP priority action plans are designed to address the PECs through namely: (i) maintaining sustainable fisheries, (ii) restoring marine habitat biodiversity, (iii) reducing marine pollution, (iv) conserving ETP and other key marine species; and (v) responding to impacts of climate change. It also highlights the vision, goals and objectives that leads to the action plans.

Lao People’s Democratic Republic (Lao PDR) has made significant headway on its development path over the past three decades. The country’s sustained economic growth has been led by booming commodity exports and substantial inflows of external financing. Many Laotians have seen significant improvements in their well-being. Poverty has declined as household income has increased, and many important development goals in education and health have been achieved. In the face of macroeconomic challenges, a shift from commodity-driven growth to a more inclusive prosperity paradigm that emphasises the creation of broad-based opportunities, human capital development and green sustainability can unlock Lao PDR’s future development. This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.
