European and American experts systematically compare U.S. and EU strategies to promote democracy around the world – from the Middle East and the Mediterranean, to Latin America, the former Soviet bloc, and Southeast Asia. In doing so, the authors debunk the pernicious myth that there exists a transatlantic divide over democracy promotion.

This title was first published in 2000: This research examines the socio-economic and cultural factors that influence the development of democracy, and also explores how new democracies can be maintained and consolidated. It investigates the consolidation of new democracies in Central and Eastern Europe, which face the hurdle of transforming their economies. The study looks at the effect of economic factors on popular support for democracy and discusses what factors influence citizen commitment to democratic regimes in Central and Eastern Europe. It argues that citizen perception of well-being is an important element in influencing political support. Case studies cover developing democracies in Europe, such as the Czech Republic or Slovakia, and policy implications, specifically in terms of economic policy, are offered that may aid democracies in their consolidation.

This book uses international collaboration between nine European countries to explore how teacher education systems across Europe perceive and act upon devolving democracy and democratic citizenship. Understanding these countries’ cultural approaches to individual and national priorities in education is essential in perceiving similarities and differences in the meaning of ‘democracy’. The book offers debate on the prospects for teacher education and the development of democratic citizenship in Europe based on historical, political, economic and cultural contexts and the Council of Europe’s (CoE) competences for democratic citizenship. With critical analysis and evaluation around the common theme of teacher education and its role in developing democratic citizenship, the book provides awareness and understanding of how teacher education responds to the Council of Europe’s (CoE) conceptual model of competences for democratic culture. 20 competences categorized as Values, Attitudes, Skills, and Knowledge and Critical Understanding are defined so they can be taught to enable learners to practice them in their daily lives as democratic citizens. This book will be of key interest to academics, researchers and post-graduate students in the fields of teacher education, educational policy and politics, and citizenship education.

This book explains why the EU is not a ‘normative actor’ in the Southern Mediterranean, and how and why EU democracy promotion fails. Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not share. Likewise, the EU’s strategies for economic development are misconceived because they do not reflect the people’s preferences for greater social justice and reducing inequalities. This double failure highlights a paradox of EU democracy promotion: while nominally emancipatory, it de facto undermines the very transitions to democracy and inclusive development it aims to pursue.

This volume presents, for the first time, a broad basis of information on the wide variety of local institutions and practice of direct democracy in 19 countries. Country specialists analyse - the role of direct democracy in the institutional context and culture of national political systems, - political processes of introduction and development of initiatives and referendums, - regulations of procedures of municipal direct democracy, - practice of local direct democracy, - the contribution of local direct democracy to democratic development in general.

On September 21-22, 1990, RAND convened, in collaboration with the Sequoia Institute and with funding provided by the Agency for International Development, a conference of participants from government, universities, and the business and financial communities to consider whether and how specific types of actions, policies, and programs can advance the objectives set forth in the Support for East European Democracy (SEED) Act (P.L. 101-179)--namely, to "contribute to the development of democratic institutions and political pluralism" and "promote the development of a free market economic system"--through the use of the funds and instruments provided by the SEED legislation. This report contains the papers and discussants' comments presented at the conference. The report's four sections cover precedents and experience from prior U.S. government assistance programs, promoting pluralism and democracy, development of free market systems, and ongoing U.S. government assistance to Central and Eastern Europe.

As one of the most influential ideas in modern European history, democracy has fundamentally reshaped not only the landscape of governance, but also social and political thought throughout the world. Democracy in Modern Europe surveys the conceptual history of democracy in modern Europe, from the Industrial Revolutions of the nineteenth century through both world wars and the rise of welfare states to the present era of the European Union. Exploring individual countries as well as regional dynamics, this volume comprises a tightly organized, comprehensive, and thoroughly up-to-date exploration of a foundational issue in European political and intellectual history.
