Relations between the EU and East Asia have consistently expanded in recent years, particularly between the EU and Japan. Against the background of negotiations on an economic and strategic partnership agreement, the EU–Japan relationship is set to become the single most comprehensive ‘region-to-state’ relationship the world has known today, accounting for more than a third of world GDP and a combined population of more than 600 million people. This book addresses the potential role of the EU, in cooperation with Japan, to craft a stable and prosperous mode of governance in the Asian region. In today’s globalized world seemingly defined by waxing Chinese power and waning American power, the book reflects the lack of appreciation for an EU-Japan concert in maintaining and developing multilateral principles. It aims towards fortifying this relationship by acknowledging that in order to enhance the credibility and capabilities of such an alliance, it is necessary to take stock of where the partnership stands today, what kind of obstacles still need to be overcome and which options have been left untouched. By introducing state-of-the-art empirical research in multiple fields, this book will be of key interest to students and scholars of international relations, comparative regionalism, the European Union and Japanese politics.

The EU and Japan have one of the most important trade relationships in the world. Fittingly, this book presents a detailed analysis of their bilateral regulatory environment and negotiation processes. Moreover, the two polities have also co-operated extensively in bilateral and multilateral contexts on a range of global governance issues. Nevertheless, the relationship is widely acknowledged to have significant untapped potential. Deploying the concept of civilian power, the book takes a fresh, honest and provocative look at this important relationship, in a post-Fukushima, post-sovereign debt crisis world. First the book analyses the place of EU-Japan relations within the worldviews of the Japanese and European bodies politic. Subsequently, three thematic sections evaluate their cooperation on such issues as trade, energy security, environmental politics, development, human rights, post-conflict reconstruction, health and biosecurity. The eminent scholars of the EU-Japan relationship gathered in this book offer informed, empirically rich and policy-relevant insights into the present and future prospects for the relationship.

Presenting the history of relations between the European Union and Japan, this book explains the origins and significance of the momentous 2018 Economic Partnership Agreement and its parallel Strategic Partnership Agreement. Set within the historical context of the 1991 Hague Declaration and Action Plan of 2001, this book analyses the impact of recent background changes to the liberal trading order, the proliferation of free trade agreements, and uncertainty about role of the United States in the world on relations between Japan and the EU. Adopting a path-dependent approach, it illustrates how these agreements were reached as a result of growing patterns of cooperative behaviour between the EU and Japan, and the imprint of shared past experiences in areas from trade to security. In so doing, this book also raises important questions about the future of multilateral cooperation, exploring the potential for bilateral agreements to undermine the possibility of finding international solutions to increasingly international problems. EU–Japan Relations and the Crisis of Multilateralism will appeal to students and scholars of European and Japanese politics and international relations, as well as policymakers internationally with an interest in these significant agreements.

Since the 1950s, Japan-Europe relations have been characterised by a mutual coldness in terms of diplomatic dialogue, punctuated by a number of trade disputes. This book analyses the development of the political and diplomatic relationship between Japan and Europe, and shows that – especially during the Cold War years – whilst they share a wide range of political values and goals, the quality of diplomatic relations has often been sacrificed to both overcome trade issues and as a result of systemic factors. Focusing on the institutionalization of relations between Japan and the EU, this book examines both the historical-diplomatic dimension and political-strategic discourse. It traces the historical development of the relationship from the post-war years, to the signing of the Japan-EU action plan in 2001, which marked a key turning point in the relationship. It goes on to examine the achievements and criticisms of ASEM, the Asia-Europe Meeting, which whilst meeting successfully for the past sixteen years, has also been condemned as little more than a talking shop. Crucially, Oliviero Frattolillo’s analysis clearly demonstrates how the interaction between Japan and the EU has been constructed on the basis of their perceptions of each other, thus underlining the inherent impact of different political identities, cultures and values on international relations. Providing a keen insight into Japan-EU relations, this book will appeal to students and scholars of Japanese and European history and politics, as well as those interested in the history of international relations and security studies.

This book assesses EU-Japan security relations, examining how they have developed in individual security sectors and how they could be affected by international developments. The conclusions of the Economic Partnership Agreement and the Strategic Partnership Agreement in 2017 demonstrate the steady growth in EU-Japan political relations. Since the 1990s, dialogues between the EU and Japan have benefitted from extensive trade and investment ties and shared liberal values. Based on collaborative research by European and Japanese scholars, this book provides an in-depth, systematic and comparative analysis of the extent to which the EU and Japan have achieved concrete actions in the pursuance of security cooperation across a range of key areas such as nuclear proliferation, regional security, international terrorism, and energy and climate security. Further, it seeks to explain why some security sectors (such as economic and cybersecurity) have resulted in more extensive EU-Japan cooperation, while others lag behind (such as military and regional security). Common declarations and actions of shared interest and concerns have often led to only modest levels of security collaboration, and the book highlights factors that may be seen as intervening between intention and action, such as the role of external actors, for instance China and the US, and the constraints of internal EU and domestic Japanese politics. This book will be of much interest to students of European security, Japanese politics, diplomacy studies and international relations.

This book is the first to map and critically analyse the legalisation of EU-Japan cooperation in criminal justice matters, charting the existing legal instruments which regulate cooperation in the fight against crime between European states and Japan. It examines which forms of cooperation are regulated by EU Law, and which are not, and takes stock through selected case studies of the functioning in practice of cooperation between the EU as an organisation, single European States and Japan. The book focuses particularly on police cooperation, exchange of electronic evidence, mutual legal assistance, extradition, transfer of prisoners and data exchanges. It looks at the EU-Japan MLA Agreement, the Europol-Japan National Police Agency Working Arrangement, the negotiations on a PNR Agreement, and the Council of Europe Convention for Transfer of Sentenced Persons; all instruments aimed at regulating cooperation against crime between European states and Japan. Finally, the book also looks at the implications for the fight against crime of the EU-Japan Economic Partnership Agreement, Strategic Partnership Agreement, and the European Commission Adequacy decision. This book will be of key interest to scholars and students of EU Criminal law, EU-Japan cooperation, Japanese studies, transnational crime, and more broadly to comparative criminal justice, International Relations and security studies.
