At the global level, international actors have repeatedly expressed their desire to end hunger and food insecurity. However, food insecurity has persisted. More analysis is hence needed on the link between continuously high levels of global food insecurity and the ever increasing flow of development aid. Global Food Security and Development Aid investigates the impact that development aid has had on food security in developing countries and includes international case studies on Peru, Ethiopia, India and Vietnam. It examines the effect of development aid in general and the impact of aid divided into different categories based on donor, mechanism and sector to which it is provided. In each examined relationship between aid and food security, particular attention is paid to the potentially intervening role played by the quality of national and/or local governance. The book makes policy recommendations, most importantly that donors should take greater care in considering which types of aid are suitable to which specific countries, localities, and development goals, and account for expected developments in the complex relationship between aid, food security, and governance. This book examines the international development policies of five East Central European new EU member states, the Czech Republic, Hungary, Poland, Slovakia and Slovenia. These countries turned from being aid recipients to donors after the turn of the millennium in the run-up to EU accession in 2004. The book explains the evolution subsequent to EU accession and current state of foreign aid policies in the region and the reasons why these deviate from many of the internationally agreed best practices in development cooperation. It argues that after the turn of the millennium, a 'Global Consensus' has emerged on how to make foreign aid more effective for development. A comparison between the elements of the Global Consensus and the performance of the five countries reveals that while they have generally implemented little of these recommendations, there are also emerging differences between the countries, with the Czech Republic and Slovenia clearly aspiring to become globally responsible donors. Building on the literatures on foreign policy analysis, international socialization and interest group influence, the book develops a model of foreign aid policy making in order to explain the general reluctance of the five countries in implementing international best practices, and also the differences in their relative performance.

More than $1 trillion has been transferred to Africa from rich countries in development-related aid in the last 50 years. Despite this, poverty levels continue to surge. Using Kenya as a case study, Foreign Aid’s Effects on Development and Human Security in Kenya by John Bosco Ngendakurio demonstrates the effects and limitations of foreign aid on development and human security in poor countries. Kenya, a sub-Saharan African country and recipient of large-scale foreign aid, is a microcosm of what is happening in Africa and a good place to start to address the following question: How does foreign aid affect human security? Through archival research and interviews, Ngendakurio identifies that the key challenges to foreign aid effectiveness in Kenya are the complexities of Kenyan human security issues, the legacies of colonialism and neo-colonial practices as well as foreign aid’s controversies, including corruption, bureaucracy, donor fatigue, and international actors’ hidden agendas. Leading governments undertook extraordinary measures to offset the 2008 economic crisis, shoring up financial institutions, stimulating demand to reverse recession, and rebalancing budgets to alleviate sovereign debt. This book examines development aid for climate change adaptation. Increasing amounts of aid are used to help developing countries adapt to climate change. The authors seek to discover how this aid is distributed and what constitutes the patterns of adaptation-aid giving.
