At the global level, international actors have repeatedly expressed their desire to end hunger and food insecurity. However, food insecurity has persisted. More analysis is hence needed on the link between continuously high levels of global food insecurity and the ever increasing flow of development aid. Global Food Security and Development Aid investigates the impact that development aid has had on food security in developing countries and includes international case studies on Peru, Ethiopia, India and Vietnam. It examines the effect of development aid in general and the impact of aid divided into different categories based on donor, mechanism and sector to which it is provided. In each examined relationship between aid and food security, particular attention is paid to the potentially intervening role played by the quality of national and/or local governance. The book makes policy recommendations, most importantly that donors should take greater care in considering which types of aid are suitable to which specific countries, localities, and development goals, and account for expected developments in the complex relationship between aid, food security, and governance. American food aid to foreigners long has been the most visible-and most popular-means of providing humanitarian aid to millions of hungry people confronted by war, terrorism and natural cataclysms and the resulting threat-often the reality-of famine and death. The book investigates the little-known, not-well-understood and often highly-contentious political processes which have converted American agricultural production into tools of U.S. government policy. In The Political History of American Food Aid, Barry Riley explores the influences of humanitarian, domestic agricultural policy, foreign policy, and national security goals that have created the uneasy relationship between benevolent instincts and the realpolitik of national interests. This interdisciplinary study applies human rights theory to the problems of rural poverty in the Third World. Considering the interdependence of minimal food and health security with minimal assurance of basic freedoms, political scientist Alan G. Smith traces the linkage to the need of the food-insecure to seek clientelistic dependencies on better-off neighbors—relationships that often operate to restrict freedom of choice. In contrast to conventional rural development aid, which can introduce new client dependency if pursued alone, Smith stresses the need to find other forms of aid that would provide the option of assured minimal survival while avoiding the constraints imposed by dependency. Arguing for bolstering bottom-up human rights momentum, he suggests the transfer of appropriate tools into the hands of the target group. Recipients would make use of them to enhance autonomous food-crop production, thereby making client dependency a matter of choice rather than necessity. Smith illustrates the Third World predicament of food insecurity leading to infringement of rights by drawing together empirical evidence from Bangladesh, Botswana, and Tanzania. He further argues that respect for human rights involves a duty on the part of advantaged nations to address the Third World predicament with practical measures fully consistent with human rights, and for each of these three country cases, Smith recommends direct locally specific minimalist aid. His model, its practical illustration, and recommendations should be valuable to academics and students in the fields of rural sociology, anthropology, and political science—especially those focusing on human rights, poverty, and Third World development—as well as bureaucrats and consultants in the development aid field.

Hunger and malnutrition are long-term problems facing the world. Recent food price rises have greatly exacerbated the difficulties poor people face in accessing nourishing food and have dragged up to 100 million people back into poverty. The World Food Programme's (WFP) 'pipeline' of emergency food has never been more important. WFP does crucial work at the frontline of humanitarian emergencies and in building the resilience of communities to deal with long-term hunger. Up to 20 million tonnes of food may be needed to feed new groups of people being pushed into poverty by food price rises. Significant increases to the WFP's budget are likely to be needed in order to secure this additional food supply. The usual annual total of US$3 billion in voluntary contributions may need to double to US$5-6 billion. Malnutrition is responsible for one-third of child deaths, yet it is under-funded and under-emphasised by the international community and the UN system. The Committee is shocked that DFID lacks a specific nutrition policy and measurable targets for assessing progress in reducing malnutrition. The establishment of the UN Taskforce and its Comprehensive Framework for Action on food security are positive steps. Agencies such as DFID and the WFP must look beyond the current crisis and address long-term drivers of food security. DFID should re-focus on agriculture. Reforms to the UN system are another important factor in improving future responses to food insecurity. There is scope for far greater integration of the work done by the three Rome-based UN agencies. Identifying the WFP as the lead UN agency on hunger would contribute to a more coherent international approach.

The global food system is characterized by large numbers of people experiencing food insecurity and hunger on the one hand, and vast amounts of food waste and overconsumption on the other. This book brings together experiences from different countries addressing the challenges associated with food security.
