Burma faces a complex of interlinked humanitarian, social, and political crises. The situation is especially grave in areas populated by ethnic minorities, many of which have been affected by decades of armed conflict, and in the Irrawaddy Delta, where in May 2008 some 130,000 people were killed and over two million made homeless by Cyclone Nargis. The military government is deeply unpopular, and further episodes of mass protest similar to those that occurred in August and September 2007 cannot be ruled out. However, strategic options for elite-level regime change in the country remain limited. Therefore, local and international actors should focus on incremental approaches to democratization, and in particular on the roles of local communities and NGOs. The past decade has seen an expansion of previously dormant civil society networks, especially within and between ethnic nationality communities. This development has been particularly significant in areas affected by ceasefires between armed ethnic groups and the military government. The capacities and strategic importance of local NGOs were demonstrated by the impressive civil society responses to the cyclone. At the local level, models of community participation and the promotion of democracy from below can help to transform state-society relations and patterns of governance, including in ceasefire areas. At the national/elite level, the development of civil society is a prerequisite for sustainable democratic change. Although the promotion of civil society is necessary, it is not sufficient to achieve social and political transition in Burma. Furthermore, community networks are vulnerable to suppression by the militarized state and by armed nonstate actors. Such tendencies were demonstrated during the national referendum of May 2008, when the government engineered the endorsement of a new constitution designed to consolidate and perpetuate military rule. The challenge for the international community is to work within the constricted environment of military-ruled Burma in ways that promote positive change - but without exposing local partners to unacceptable risks.

Over the past decade, a new awareness of the relationship between conflicts and development has grown. Developmental factors can act as a trigger for violence, as well as for ending violence and for triggering post-conflict reconstruction. This book explores the complexity of the links between violent conflict (usually civil wars) and development, under-development and uneven development. It emphasizes the connections between stable developed economies and civil wars in other parts of the world, and examines how structural factors (such as the organization of the global economy) virtually condemn some regions to conflict and under-development. This valuable introductory text explains, reviews and critically evaluates this complex relationship. It focuses on intra-state conflicts and complex political emergencies that combine transnational and internal characteristics. Attention is also given to inter-state conflicts. Chapters emphasize how the relationship between conflict and development traverses many scales (macro, meso and micro) and dimensions (economic, political and cultural). Furthermore it explains how different developmental challenges and opportunities emerge along the full life-cycle of conflict. Specifically, the role of poverty, state, market, civil society, globalization, humanitarian aid, refuges, gender and health within conflict dynamics are examined. The book also investigates specific developmental issues emerging during conflict management and post conflict reconstruction. Both authors have a background in conducting research in deeply divided societies, and argue that many of the processes connected with war and peace making deliberately write people out of the equation. East Asia is a region deeply affected by conflict. Colonial, ideological, and national wars have left their scars and legacies on regional, international, and national governance. Yet East Asian post-conflict development experiences have been viewed as remarkably successful. The three largest economies of East Asia, Japan, China, and South Korea, have all experienced dramatic growth but immediately prior to their periods of expansion, all experienced the devastating impacts of international conflicts and/or civil upheaval.
