This work explores the promise of pollution prevention in contributing to sustainable development, and acknowledges the difficulty of translating national policy into enterprise-level action. After presenting an overview of pollution prevention theory and practice, other topics (including: innovation, technology transfer, total quality management, corporate culture, and organizational strategy) are explored for pollution prevention implications. Detailed cases of three business units of a U.S.-based multinational corporation are the basis for analyzing what really drives the development and transfer of pollution prevention technology. This book is designed to advance the thinking of decision makers whose primary concern is enhancing companies' environmental performance. The findings and recommendations will be useful to government policy makers, consultants, public interest groups and academics, as well as a wide range of people in companies whose actions can nurture development and transfer of pollution prevention technology.

This annotated bibliography focuses on the growing evidence that modern economies can deliver goods and services with greater efficiency, productivity, and effectiveness while reducing associated social and environmental problems, by using new emerging preventive approaches. Sustainable Production focuses on those preventive approaches for making the material bases of modern ways of life more sustainable with respect to the biosphere. This book, as well as the two companion volumes, Sustainable Energy and Healthy Cities, is the result of a twelve-year research project carried out at the Center for Technology and Social Development at the University of Toronto. The research findings led to the development of a new conceptual framework and strategy aimed at converting technological and economic growth into development that would gradually become more sustainable.

Analyzes the extent to which foreign investment in Mexico's information technology sector brought economic, social, and environmental benefits to Guadalajara. Foreign investment has been widely perceived as a panacea for developing countries—as a way to reduce poverty and kick-start sustainable modern industries. The Enclave Economy calls this prescription into question, showing that Mexico's post-NAFTA experience of foreign direct investment in its information technology sector, particularly in the Guadalajara region, did not result in the expected benefits. Charting the rise and fall of Mexico's “Silicon Valley,” the authors explore issues that resonate through much of Latin America and the developing world: the social, economic, and environmental effects of market-driven globalization. In the 1990s, Mexico was a poster child for globalization, throwing open its borders to trade and foreign investment, embracing NAFTA, and ending the government's role in strengthening domestic industry. But The Enclave Economy shows that although Mexico was initially successful in attracting multinational corporations, foreign investments waned in the absence of active government support and as China became increasingly competitive. Moreover, the authors find that foreign investment created an “enclave economy” the benefits of which were confined to an international sector not connected to the wider Mexican economy. In fact, foreign investment put many local IT firms out of business and transferred only limited amounts of environmentally sound technology. The authors suggest policies and strategies that will enable Mexico and other developing countries to foster foreign investment for sustainable development in the future.

In recent decades, government-funded technologies have produced radar, microwave ovens, modern cell phone systems, the Internet, new materials for aircraft and motor vehicles, and new medical instrumentation. This first-of-its-kind book examines how access to technology is affected by government policies and government-sponsored programs. Government Policy and Program Impacts on Technology Development, Transfer, and Commercialization: International Perspectives provides an easy-to-read overview of the field and several studies serving as examples to guide government policymakers and private sector decision makers. This forward-looking book also forecasts the potential impacts of government regulation upon the field and presents provocative discussions of the ethical implications of the cross-cultural and cross-national challenges facing technologically developed nations in the global economy. This book reviews this broad field by first providing an overview of the goals of government technology policies and programs as well as of generic types of government technology programs. Next, it presents carefully selected studies that illustrate the potential impacts of government decisions upon marketing constraints, industry acceptance of regulatory requirements, economic development, gross domestic product, and the choices firms make when it comes to location, competitiveness, product development, and other factors. The final chapters explore ethical considerations from a global perspective. These chapters also explore the implications of these considerations in relation to the success of governmental and private sector technology transfer and commercialization programs. The macromarketing perspective taken by the contributors serves to ground the impacts of government technology policies and programs in practical implications for economic development, business productivity, and quality of life. The contributors to this unique collection share their expertise on government sponsorship of technology research, the impact of government regulation upon technology marketing and economic development, the effects of government policies on business practices, intellectual property rights, and much more.
