"The scenario in rural India is getting complex day by day. Rural development projects appear to be highly ineffective in eliminating poverty and unemployment. As a consequence, human rights violations are becoming everyday phenomena in the countryside. With the encouragement of privatization of resources, the multinational companies are entering into the rural hinterlands to exploit these resources. The problem will become more serious and worrying in the years to come. This comprehensive volume examines the emerging seriousness in respect of rural development activities and assures the values of human rights to the masses of rural India. It also tries to locate the common agreement among the contributors visualizing the ground realities on rural development and human rights violations through micro-macro analysis. It is hoped that this volume will generate an intellectual debate on this vital issue of social concern among thinkers and policy makers."

Human rights indicators are central to the application of human rights standards in context and relate essentially to measuring human rights realization, both qualitatively and quantitatively. They offer an empirical or evidence-based dimension to the normative content of human rights legal obligations and a provide means of connecting those obligations with empirical data and evidence, and in this way relate to human rights accountability and the enforcement of human rights obligations. Human rights indicators are important both for assessment and diagnostic purposes: the assessment function of human rights indicators relates to their use in monitoring accountability, effectiveness and impact, while the diagnostic purposes relates to measuring the current state of human rights implementation and enjoyment in a given context, whether regional, country-specific or local. This paper offers a preliminary review of the foregoing in the development context, and a general perspective on the significance of human rights indicators for development processes and outcomes. It is not intended to be prescriptive and does not provide specific operational recommendations on the use of human rights indicators in development projects. Nor does it advocate a particular approach or mode of integrating human rights in development, or argue for a rights-based approach to development. This paper is designed to provide development practitioners with a preliminary view on the possible relevance, design and use of human rights indicators in development policy and practice. It also introduces a basic conceptual framework about the relationship between rights and development, including in the World Bank context and surveys a range of methodological approaches on human rights measurement, exploring in general terms different types of human rights indicators and their potential implications for development at three different levels of convergence or integration.

The Right to Development (RTD) is a new and highly contested right. Its emergence is linked to the demand for a `new international economic order’ by developing countries. Composite in nature and integrating civil and political rights with economic, social and cultural rights, the RTD approach underscores participation, a fair sharing of benefits, transparency and non-discrimination. The present volume explores the theoretical and practical aspects of RTD as an alternative to existing approaches to development. It brings together the reflections and insights of some of the finest scholars on the specific aspects of RTD.

The emergence of human rights within development and the evolving relationship was increasingly brought to bear upon key debates and policies over the last couple of decades. This book provides a critically informed, comprehensive and multi-disciplinary entry-level account of this engagement between human rights and development. It is theoretically and practically grounded and explores three over-arching questions and themes: First, why and how have human rights made this breakthrough? Second, is there agreement on human rights as a concept and how it is being used and understood within diverse development practices at global, national and local levels? Third, how can we gauge the impact of human rights based approaches upon development outcomes? The book concludes with what the future may hold for human rights and development. In-depth understanding of human rights as a development challenge and development as a human rights one, is presented and delineates the diverse responses and alternative critical approaches. Wide ranging in scope, it covers many examples of human rights within development, including global policy initiatives, and vulnerable groups, such as those living in poverty, socially excluded, people living with HIV/AIDS, residents of informal settlements, and human rights defenders. This textbook will be an essential resource for social science students, particularly in the fields of development studies, human rights and geography, as well as those interested in the intersection between law, human rights and social change. It should also appeal to practitioners in development and human rights.

Defeating poverty is one of the greatest challenges many countries face today. Countries throughout the world pursue development strategies, plans, and policies, which have thus far been unsuccessful in uplifting the poor from their misery and vulnerability. Perhaps what is missing in current development efforts is a focus, not on macroeconomic indicators but, on the human persons in society, and the full integration of human rights norms and standards into all phases of development. Human Rights Centered Development provides a framework for development policy, planning, budgeting, and programming that focuses on human rights. It contains human rights tools for analysis that may be applied to all aspects of the development process. It presents human rights norms and standards in simplified checklists, outlines, and diagrams. This manual offers the possibility of truly defeating poverty.
