Perhaps no issue casts a harsher light on social inequities than the growing number of people who go hungry everyday. According to the Food and Agriculture Organization of the United Nations (FAO), more people go hungry in the world today than at any time since 1970. An estimated 1.02 billion people were undernourished worldwide in 2009, 642 million of whom lived in Asia and the Pacific, the FAO reports. Access to food—or food security—has become an issue that no one can ignore; the lives of millions and the stability of governments depend on shrewd management of food supplies. As the riots and hoarding during the food crisis in 2008 have shown, the mere mention of a shortage is enough to destabilize markets and even governments. As usual, the poorest have been hit the hardest: they have faced rising food prices while the global economic crisis has battered their incomes. Declining crop yields, land degradation, urbanization, and the effects of climate change are putting additional pressure on efforts to produce more food. Market speculation makes the situation even more precarious. This edition of Development Asia tackles this critical issue from varied perspectives—from the points of view of science, civil society, and business. As its cover story, "A Growing Hunger", puts it, there is no quick, one-size-fits-all solution, especially for a region as geographically diverse as Asia and the Pacific. This report analyzes the impacts of agricultural challenges in Asia and the Pacific. It also identifies investments required in different subsectors to achieve food security in the region by 2030. About 518 million people in Asia and the Pacific suffered from hunger in 2017--1 million more than in the previous year. Farmers face challenges such as shrinking natural resources, degrading environments, and declining labor availability in addition to climate change and financial non-viability. The demand for food and nutrition is also increasing. With all this, more investment in agriculture is needed to accomplish Sustainable Development Goal 2--ending hunger and malnutrition by 2030. In the report, findings presented were taken from the analysis of recent trends in food security, gross domestic product, and population growth as well as agricultural supply, demand, and trade.

Food was a critical front in the Cold War battle for Asia. “Where Communism goes, hunger follows” was the slogan of American nation builders who fanned out into the countryside to divert rivers, remodel villages, and introduce tractors, chemicals, and genes to multiply the crops consumed by millions. The Asian Development Bank responded with a regional food fortification initiative—the first major initiative using public–private partnerships to address public health problems in the region. Despite Asia’s rapid growth, vast sections of its population still live in poverty and suffer hunger and other forms of deprivation. Merely relying on Asia’s growth will not help the deprived see a better future in their lifetimes. Ways must be found to make growth more inclusive combined with proactive public action to bring substantial improvements in the lives of Asia’s deprived people. This book is written by a set of experts who have been working long on reducing various aspects of human deprivations in Asia. It begins with a discussion of the massive dimensions of deprivations that continue to exist in Asia. Although many countries have adopted inclusive growth strategies to enable the benefits of growth to reach the poor, much more needs to be done to make growth processes more broad based and beneficial to all. The book points to essential action needed to bring this about. The book also emphasizes the crucial role of determined, target driven public action if Asia’s deprived populations are to see substantial improvement in their lives. Practical measures to tackle problems of hunger, unemployment, gender discrimination, ill health, lack of quality basic education, inadequate access to clean water and basic sanitation are each discussed. The problems of the urban poor and migrants who continue to flock to Asia’s cities are also highlighted. The book also emphasizes the need for an appropriate environment for public action to succeed including strong participatory institutions, effective governance, social protection and regional cooperation.
