This volume presents a variety of papers on issues related to growth, development and poverty prepared by specialists in their particular development-related fields. While the living standards of most people around the world have improved over time in absolute terms, many are still in desperate poverty. The major bulk of humanity lives in the continent of Asia, and it is here that some of the more spectacular contrasts in both economic growth and levels of affluence and destitution can be found. Whether India and China can continue to grow as fast as they have done in recent years remains to be seen. More importantly perhaps, whether growth alone can reduce poverty in these countries and in others is a question that needs to be discussed and understood. Outside of India and China, the African continent, particularly the nations in Sub-Saharan Africa is home to large numbers of poor and deprived humanity. Many of these countries are natural resource rich, but that has not enabled many of them to achieve adequate growth and reduce poverty. As countries grow, they put extra pressure on both global resources and the natural environment. The question as to whether there are finite limits to economic growth in a global sense is one that has long exercised thinkers. Technological progress has often enabled countries to economise on resource use without sacrificing growth. Whether that can continue indefinitely is also a question that has acquired a new urgency with the recent faster growth experience of the most populous countries.

Of the estimated 1 billion people in the developing world who survive in conditions of extreme poverty, 70 percent live in Asia. The majority of these people live in rural areas and agriculture is their main occupation. Most of the rural poor are small and marginal farmers, landless agricultural workers, fisherfolk, artisans, female headed households, the aged and infirm, and children. The incidence of poverty is highest among female heads of households and children. The seminar on "Poverty Alleviation through Agricultural Projects" provided thirty development practitioners with an opportunity to consider strategies, policies, and practices that help alleviate rural poverty. The seminar discussed four key issues of relevance to policy makers: (1) poverty cannot be measured by income alone; (2) poverty cannot be alleviated through a short-term, piecemeal approach; (3) agricultural projects constitute one of the many means available to governments for alleviating rural poverty; and (4) the role of public sector in poverty alleviation needs to be reconsidered.

Although many countries have adopted inclusive growth strategies to enable the benefits of growth to reach the poor, much more needs to be done to make growth processes more broad based and beneficial to all. The book points to essential action needed to bring this about. The book also emphasizes the crucial role of determined, target driven public action if Asia’s deprived populations are to see substantial improvement in their lives. Practical measures to tackle problems of hunger, unemployment, gender discrimination, ill health, lack of quality basic education, inadequate access to clean water and basic sanitation are each discussed. The problems of the urban poor and migrants who continue to flock to Asia’s cities are also highlighted. The book also emphasizes the need for an appropriate environment for public action to succeed including strong participatory institutions, effective governance, social protection and regional cooperation.
