This book provides essential insights into Bhutan’s developmental challenges. It analyzes and scrutinizes the sovereign state’s developmental approach, including the idea of Gross National Happiness (GNH), which has replaced Gross National Product (GNP) as a measurement of prosperity. As far as possible regional literatures have been referred to analyze the challenges Bhutanese SMEs currently face. It is hoped that some suggestions made during the analysis of each of the factors/key challenges become useful indicators and guidelines for the government, and other relevant stakeholders and SMEs themselves to enhance growth of Bhutanese SMEs. It is hoped that case studies on successful SMEs entrepreneurs in Bhutan are studied to take as role models for entrepreneurial development in Bhutan. The ultimate success and effectiveness of the national SME program in turning the Bhutanese transition economy into one of the vibrant one in the region will depend on the level of commitment and the degree of co-operation between all these organizations including the SME itself. The methodology used for this paper to collect holistic information of the SME in the Bhutan is through publications and papers. All the information in this paper is secondary statistical data from publications of different government agencies as well as international organizations. In addition, research papers on SMEs in the neighboring countries were referred to.

"Today, the majority of sovereign states can be described as 'democracies' in that they possess elected political leadership and some measure of commitment to the protection and promotion of individual rights and equality under law. Likewise, the economies of most democracies revolve around free trade, integrated into wider regional and global markets. Virtually all are organized around Western liberal principles and values. For some, these philosophical commitments are indigenous and longstanding, and for others they were imported later, often through colonization. This book asks how democratic governance and economic development differ when founded on Eastern, Buddhist principles, rather than Western, liberal, and Enlightenment values and beliefs. The small, remote country of Bhutan is the only democratic, market-based state that is rooted constitutionally and culturally in Mahayana Buddhist principles and ethics. The study examines the trade and development challenges facing Asian Landlocked Developing Countries and their prospects for export diversification. It offers recommendations based on the case studies of the selected countries. The report argues that, despite complex trade and development challenges, the countries studied have significant potential to diversify their economies into the production and export of higher-value-added products in several sectors. These include agriculture (including agro-processing), light manufacturing (such as textiles, leather, and leather products), information and communications technology, tourism, and the construction sectors. Using the product-space approach, the report also identifies specific products that hold potential for export expansion and diversification in each country. For instance, agriculture and, to a lesser extent, manufacturing, are promising sectors for diversification, including niche products such as mandarin oranges (Bhutan), cashmere (Mongolia), silk (Turkmenistan), and cereal (Kazakhstan). The rich cultural heritage and varied geography of these countries are also conducive to tourism. In addition, there can be synergies between tourism and improvements in the quality of some local food and manufacturing products. However, a number of improvements in micro- and macro-economic policies and institutions are necessary to realize this potential.

Bhutan has experienced extraordinary change since the 1960s when it opened itself to the world and started the process of planned development. It has transformed itself from a subsistence economy into a middle-income country with rising human development indicators. Yet progress comes with new challenges.
