As their Millennium Development Goals, world leaders have pledged by 2015 to halve the number of people living in extreme poverty and hunger, to achieve universal primary education, to reduce child mortality, to halt the spread of HIV/AIDS, and to halve the number of people without safe drinking water. Achieving these goals requires a large increase in the flow of financial resources to developing countries - double the present development assistance from abroad. Examining innovative ways to secure these resources, this book sets out a framework for the economic analysis of different sources of funding, applying the tools of modern public economics to identify the key issues. It examines the role of new sources of overseas aid, considers the fiscal architecture and the lessons that can be learned from federal fiscal systems, asks how far increased transfers impose a burden on donors, and investigates how far one can separate raising resources from their use. In turn, the book examines global environmental taxes (such as a carbon tax) the taxation of currency transactions (the Tobin tax), a development-focused allocation of Special Drawing Rights by the IMF, the UK Government proposal for an International Finance Facility, increased private donations for development purposes, a global lottery (or premium bond), and increased remittances by emigrants. The East Central Europe in Exile series consists of two volumes which contain chapters written by both esteemed and renowned scholars, as well as young, aspiring researchers whose work brings a fresh, innovative approach to the study of migration. The tensions between European conceptions of the welfare state and transnational migration have caused heated political, public, and academic debates over the last decades. Historiography, however, has not yet explored in depth how European societies struggled with this dilemma-filled relationship in the formative phases of modern welfare states from the late nineteenth century to the post-war era. The present volume contributes to filling this gap and thus to putting a highly topical issue into historical perspective. The focus is on Europe, but with a wide geographic scope that reaches also across the Atlantic. Following an introductory chapter, eleven case studies deal with four themes. The first part explores the agency of migrants in local-level administrative and judicial procedures that controlled practical access to formal rights. The second section investigates special regulations developed for seasonal labour migrants employed mainly in agriculture. The third part looks at the role of urban social policies in attracting, integrating, but also excluding both domestic and foreign migrants. The final section addresses the gradual globalisation of migrants’ social rights through international conventions. The book will be of interest not only to historians of welfare, migration, and citizenship, but also to social scientists as well as to graduate students in these fields.

This book engages with migrant work in globalizing economies, both in the EU and worldwide, to explore the relationships between work and the complexity of migrant belonging in transnational spaces. Migrant experiences related to global labour market structures are understood in the context of transnational and national policy frames that largely determine the production of migrant work as poorly paid, precarious, and accompanied by low status and inadequate social protection. Special foci include issues of temporality, circularity and precarity; solidarity and belonging; migrants’ strategies for coping with restrictive migration and economic policies; and practices and patterns relating to the commodification of migrant work. The book also discusses some of the analytical and political problems of migration and labour market discourses and practices, particularly in relation to developments around new forms of exclusion, securitization and ethnicization of migrant work. Work and the Challenges of Belonging is cross-disciplinary and comparative, engaging with theoretical, empirical and policy approaches.
