Poorer access to health care remains a key issue for rural residents. Rural and remote area populations have for too long unfairly received a reduced level of access to health care, with long-term consequences of poorer health outcomes. One key objective of the Centre of Research Excellence in Rural and Remote Primary Health Care (CRERRPHC) was to develop 'Better measures of access to guide resource allocation relating to primary health care in small rural and remote communities'. This objective led to the development of a new national measure of access to PHC in Australia, henceforth known as the Index of Access. The Discussion Paper: Development of a national Index of Access for Primary Health Care in Australia describes the development of this 'fit-for-purpose' classification in Australia by researchers of Monash University, School of Rural Health. It is critical that accurate measures of current access levels are available to provide a better basis for rural health service planning and resource allocation decisions. The Index of Access provides a timely solution to the identification of areas of low or high access for health service planning and use in better targeting government rural and remote health funding. Development of the Index of Access was a complex process. It required a long iterative process which was built upon principles, current methodologies, pragmatism from data limitations, and redesign from unintended perverse outcomes. This discussion paper identifies the steps taken developing the new national Index of Access for Australia, including decisions and justifications made along this process timeline. Furthermore, it provides a basis for strong academic debate and consideration by health planners and policymakers, but also highlights the need for governments to increase access to available data-sets that they routinely collect. There are more young people in the world today than ever before. Yet surprisingly little is known about the current state of affairs in youth development. Measuring the well-being of young people continues to be a challenge, even though its importance is widely recognised. The Commonwealth's youth flagship report, the Global Youth Development Index and Report, provides an evidence-based overview of the state of development for the nearly 1.8 billion young people between the ages of 15 and 30 in the world. The Youth Development Index (YDI) is a composite index of 18 indicators that collectively measure progress on youth development in 183 countries, including 49 of the 53 Commonwealth countries. The YDI has five domains, measuring levels of education, health and well-being, employment and opportunity, political participation and civic participation among young people.

This report assesses and monitors progress in the design and implementation of SME policies in the Latin America and the Caribbean (LAC) region. It was developed as part of the OECD LAC Regional Programme, in co-operation with CAF-Development Bank of Latin America and the Caribbean and the Latin American and Caribbean Economic System (SELA). The 2024 report tracks progress made since 2019 across eight policy dimensions and presents the latest key findings on SME development and related policies. It identifies emerging challenges impacting SMEs in the region and provides recommendations for governments to build a successful SME sector. The 2024 edition, the second in the series, benefits from an updated methodology that analyses SME digital transformation support policies, introduces a green economy pilot dimension, and incorporates a cross-cutting gender approach. This edition extends the coverage by introducing two new countries (Brazil and Paraguay) to the already seven participating countries (Argentina, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay), guaranteeing the inclusion of all members of the Pacific Alliance and Mercosur.

This volume captures the context features of entrepreneurship and fills a gap in the measurement of development. Building on recent advances in entrepreneurship and economic development, the authors have created an index that offers a measure of the quality of the business formation process in 120 of the most important countries in the world. The authors expertly capture the contextual feature of entrepreneurship by focusing on entrepreneurial attitudes, entrepreneurial abilities and entrepreneurial aspirations. The data and their contribution to the business formation process are supported by three decades of research into entrepreneurship across a host of countries. The Global Entrepreneurship and Development Index is a construction of individual and institutional measures that integrates 31 variables from various data sources into 15 pillars, three sub-indexes and a 'super index'. The relationship between entrepreneurship and economic development appears to be more or less mildly S-shaped. The findings suggest moving away from simple measures of entrepreneurship across countries illustrating a U-shaped or L-shaped relationship to more complex measures, which are positively related to development. The model has important implications for development policy. In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals.
