This report assesses and monitors progress in the design and implementation of SME policies in the Latin America and the Caribbean (LAC) region. It was developed as part of the OECD LAC Regional Programme, in co-operation with CAF-Development Bank of Latin America and the Caribbean and the Latin American and Caribbean Economic System (SELA). The 2024 report tracks progress made since 2019 across eight policy dimensions and presents the latest key findings on SME development and related policies. It identifies emerging challenges impacting SMEs in the region and provides recommendations for governments to build a successful SME sector. The 2024 edition, the second in the series, benefits from an updated methodology that analyses SME digital transformation support policies, introduces a green economy pilot dimension, and incorporates a cross-cutting gender approach. This edition extends the coverage by introducing two new countries (Brazil and Paraguay) to the already seven participating countries (Argentina, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay), guaranteeing the inclusion of all members of the Pacific Alliance and Mercosur.

In order to fund their ambitious sustainable development agendas, Latin American and Caribbean countries need to expand their financing sources. This 17th edition of the Latin American Economic Outlook proposes a series of policy options to mobilise the necessary resources, based on co-ordinated actions between policy makers, the private sector and their international partners. It argues that public resources should be invested more efficiently, tax better collected and debt better managed. Even with those improvements, private resources will be equally crucial, as public revenues will not be enough to fund the deep transformations the region needs. The depth, access, inclusiveness and efficiency of financial systems must improve further, especially for the benefit of citizens and smaller firms. Businesses need stronger capital markets to finance their long-term investment projects. The report’s recommendations include the use of innovative financial instruments; renewing the role of development finance institutions; reinvigorated international partnerships to mobilise external resources; and the adoption of a shared regional agenda to address the challenging international financing context.

Uzbekistan has achieved sustained growth through its gradual transition to a market-based economy through cautious economic policy reforms. Despite its gradual approach to development challenges, the country experienced the smallest output decline among former Soviet economies and enjoyed high rates of economic growth from 2004 to 2015, largely driven by the high prices of its major export commodities. However, the drop in the global prices of many key commodities in recent years have severely impacted Uzbekistan's economy. Under these circumstances, the new government introduced major reforms. The pace of reform is unprecedented. The government has formulated its long-term economic strategy in its Vision 2030, which aims to double the country's gross domestic product by 2030 through a program of economic diversification. Indeed, those that can harness the potential of e-commerce will be better placed to benefit from global markets for their goods and services, while those that fail to do so risk falling behind. Thus, the critical global policy challenge that emerges from this study is that greater efforts are needed to help reduce inequalities in e-trade readiness that currently prevail amongst countries.
