This book is based on the papers presented at the Workshop on "Rehabilitation of the Visually Impaired" held in Flo rence at the Institute for the Research on Electromagnetic Waves of the Italian Research Council on April 4-6, 1984. The Workshop, sponsored by the Committee for Medical and Public Health Research of the Commission of the European Communities, was meant to exchange ideas about the need, importance and feasibility of a European cooperation in the field of visual impairment and to identify promising research areas, where current national activities could take advantage of such a collaboration in order to increase their efficiency. In particular, it dealt with the develop ment and use of technical aids (mainly based on computers and signal processing techniques) and with the elaboration, evaluation and standardization of new methods and tests. The attendance was multidisciplinary, including researchers from the fields of technology, medicine and psychology and representatives from organizations involved in the rehabi litation of the visually impaired. Five technical sessions were organized, dealing with the following topics: automatic production of Braille and systems for paperless Braille, aids for reading and for the interaction with coded informa tion sources, low vision aids, transduction of visual infor mation into a tactile representation, mobility aids. Three different application sectors were mainly considered: education and culture, vocational training, mobility. A final session was devoted to a discussion in working groups. The results are briefly outlined in the following concise report of the Workshop.

It is well-known that the most common and largely used assistive technology among the visually impaired community is the white cane. Many technologies have been proposed as alternative assistive devices to improve the autonomous mobility of people affected by visual diseases. Nevertheless, whatever is the physical quantity used by these active assistive technologies - mainly ultrasonic or optical sensors - they present many limitations and none of them adequately meets the international guidelines defined for the electronic travel aids and the specific requests coming from the visually impaired community. The first chapter of this book aims to provide an overview of the existing travel aids for people affected by visual diseases, discussing pros and cons of available technologies. The aim of the next chapter is to convince the reader that solutions based on mobile visual aid systems will answer a critical societal challenge. Chapter Three explores the use of electromagnetic technology in support of visually impaired athlete runners. Chapter Four describes the present state of mobile technologies development taking into consideration the point of view of visually impaired people. Finally, the goal of the concluding chapter is to relate how the audio-description has been produced as a communication accessibility resource.

The scope of this research is limited to people with visual impairments who may or may not have access to technology. The research shows how to bridge the divide while exploring relevant topics that lead to the conception of feasible solutions. Further, it will contribute to the development of more socially inclusive healthcare information systems. The research is supported by a thorough literature review of articles, journals, and research reports dealing with the major relevant topics. A qualitative research method was used to identify and obtain an in-depth understanding of the healthcare information accessibility (HCIA) barriers that visually impaired people face, and the factors involved in the creation of these barriers. Moreover, a quantitative method was used to collect primary data, and a number of different analysis methods were used to produce results. This led to findings that were generalized to the larger population of the visually impaired. The research shows that, despite the staggering advances in information and communication technology (ICT), the healthcare information needs of the visually impaired are not being met. However, it has also been discovered that the digital divide caused by visual impairment can be mitigated with intelligent design and the realization of information systems intended to fulfill the healthcare information needs of the visually impaired. A logical information system is needed that has a combination of input, back-end, and output assistive technologies with increased social inclusion and the capability to empower visually impaired people and help them access available healthcare information.
