The primary purpose of this Technical Guide is to provide guidelines to USDA Forest Service personnel and their cooperators for developing inventory and monitoring (I&M) protocols for wildlife, fish, and rare plants. In particular, we anticipate this publication will: Facilitate the development of I&M protocols for species and groups of species; Set standards for documenting I&M protocols in Forest Service technical guide format; Provide technical information on sampling designs, measure selection, and analysis tools that will aid in designing specific I&M protocols. Although this Technical Guide was developed for the Forest Service, we anticipate its utility for agencies or organizations developing and applying inventorying or monitoring protocols for wildlife, fish, or rare plants.

Most projects in Landscape Ecology, at some point, define a species-habitat association. These models are inherently spatial, dealing with landscapes and their configurations. Whether coding behavioral rules for dispersal of simulated organisms through simulated landscapes, or designing the sampling extent of field surveys and experiments in real landscapes, landscape ecologists must make assumptions about how organisms experience and utilize the landscape. These convenient working postulates allow modelers to project the model in time and space, yet rarely are they explicitly considered. The early years of landscape ecology necessarily focused on the evolution of effective data sources, metrics, and statistical approaches that could truly capture the spatial and temporal patterns and processes of interest. Now that these tools are well established, we reflect on the ecological theories that underpin the assumptions commonly made during species distribution modeling and mapping. This is crucial for applying models to questions of global sustainability. Due to the inherent use of GIS for much of this kind of research, and as several authors’ research involves the production of multicolored map figures, there would be an 8-page color insert. Additional color figures could be made available through a digital archive, or by cost contributions of the chapter authors. Where applicable, would be relevant chapters’ GIS data and model code available through a digital archive. The practice of data and code sharing is becoming standard in GIS studies, is an inherent method of this book, and will serve to add additional research value to the book for both academic and practitioner audiences.

We describe a protocol to monitor the effectiveness of the Tongass Land Management Plan (TLMP) management standards for maintaining fish habitat. The protocol uses juvenile coho salmon (Oncorhynchus kisutch) in small tributary streams in forested watersheds. We used a 3-year pilot study to develop detailed methods to estimate juvenile salmonid populations, measure habitat, and quantitatively determine trends in juvenile coho salmon abundance over 10 years. Coho salmon have been shown to be sensitive to habitat alterations, and we use coho salmon parr as the primary indicator in the protocol. A priori criteria for type I and type II error rates, effect size, and sample sizes for the protocol were derived with estimates of variance computed from the 3-year pilot study. The protocol is designed to detect trends in abundance of coho salmon parr, as well as coho salmon fry and Dolly Varden (Salvelinus malma), in small streams managed according to TLMP standards and guidelines and to compare these to trends in unmanaged (old-growth) watersheds. Trends are adjusted to account for statistically significant habitat covariates. This information provides an important element in monitoring land management practices in the Tongass National Forest. The methods we describe may have application to monitoring protocols elsewhere for fish populations and land management practices.
