Pulses have a long history in sub-Saharan Africa due to their multiple benefits. Pulses, and legumes in general, can play an important role in agriculture because of their ability to biologically fix atmospheric nitrogen and to enhance the biological turnover of phosphorus; thus they could become the cornerstone of sustainable agriculture in Africa. In this sense, there is a body of literature that points to diversification of existing production systems – particularly legumes species, which provide critical environmental services, including soil erosion control and soil nutrient recapitalization. This paper is part of a continuing research effort at ICRISA T to explore innovative strategies to accelerate adoption of improved technologies in the semi-arid tropics. Earlier studies in West and Central Africa have indicated that seed supply systems there function poorly and are therefore a major constraint to adoption of improved varieties. However, uptake of improved varieties and profitability of seed systems significantly differ from country to country and from crop to crop. This analysis attempts to assess the factors explaining these differences in seed sector performance, especially of groundnut and pearl millet in Niger and Senegal. It also draws useful lessons that could serve donors and policymakers in strengthening the capacity of these systems to meet the needs of small. scale farmers. Research results show that the Senegalese formal seed system performs relatively better at supplying seed of improved groundnut varieties to small-holder farmers and is comparatively more financially sustainable than its Niger counterpart. However, in the case of pearl millet, the seed systems of both the countries performed poorly. These differences are largely explained by the level of development of the seed distribution network and the degree of input-output market integration. Interlinked credit and trade contracts for input and output markets can enhance adoption of new varieties by small-holder farmers. Results also indicate that the informal seed systems in both these countries provide access for small-scale farmers to a large range of existing varieties. These systems supply most of the seed sown by farmers at low transaction costs, and the seed quality is surprisingly good. These systems could be strengthened by ensuring access to seed of new varieties, and possibly by improving seed flows from surplus to deficit regions after drought. Formal seed systems do not perform well unless they are linked with satisfactorily functioning product markets. While these systems will remain the major source of new improved varieties, an element of targeted subsidy may be needed to improve access to new varieties. Otherwise, seed markets need to be built on the foundation of seed supply of more commercialized crops.

This open access book shares impact stories – testimonies from various value chain actors who have been part of the Tropical Legumes (TL) projects, over the past twelve years. The Tropical Legumes projects led by ICRISAT in three parts (TLI, TLII and TLIII), constitute a major international initiative supported by the Bill & Melinda Gates Foundation (BMGF) and jointly implemented by the International Center for Tropical Agriculture (CIAT), International Institute of Tropical Agriculture (IITA) and National Agricultural Research Systems (NARS) partners from Sub-Saharan Africa and India. The project developed improved cultivars of common bean, cowpea, chickpea and groundnut (but also soya bean and pigeon pea cultivars in its initial phases) and delivers their seed to smallholders in BMGF-focus areas. It also strengthens the NARS and CGIAR's breeding programs and seed platforms to enhance their ability to deliver high and sustained outputs to smallholder farmers. The book compiles the experiences of a diversity of actors within the grain legume value chains, with a focus on groundnut and common beans in Tanzania and Uganda, groundnut and cowpea in Nigeria, and groundnut in Ghana. All stakeholders involved share their thoughts on being part of a decade-long development project family. National agricultural research institutes, knowledge brokering organizations, NGOs, public and private seed companies, agro-dealers, individual seed entrepreneurs, farm-implement makers, farmer cooperatives, farmer groups, individual men and women farmers, middlemen, processors, traders and consumers were all involved in this project, and as such this book provides valuable insights for development workers, technical staff, and project managers.
