This book considers some of the most notable aspects of the legal response to the "war on terror" post- 9/11 and the use of technology to support them. It examines the shift from a criminal justice response to the creation of a parallel preventive system running in tandem with it. This system has tended to veer away from the commission of criminal offences or adherence to ordinary criminal justice safeguards. Such a preventive strategy relies on targeting terrorist suspects – those who it is thought may in future commit terrorist acts – and curbing their actions with the aim of preventing terrorist activity before it occurs. The book further considers the role that surveillance plays in the counter-terrorist efforts of state or non-state actors. This book seeks to provide a comparative assessment of the significance of ‘human factors’ in effective counter-terrorism. The phrase ‘human factors’ is used to describe personal relationships, individual capabilities, effective leadership, technical interface, organisational culture and the community engagement necessary to effectively minimise, counter and control the threat of terrorism. Unlike many works in the field, this book is constructed around the input of ‘experienced knowledge’ from over 170 semi-structured interviews of specialist military, policing, intelligence and security practitioners - those actors actually involved in countering terrorism. These practitioners come from seven countries – the United Kingdom, Ireland, France, Spain, Israel, Turkey and the United States – all of which have suffered over the years from different types of terrorist threat and responded with a mixture of counter-terrorist measures. Where military practitioners also discussed overseas counter-insurgency measures, that material has been included, since terrorism forms a key aspect of such wider insurgencies. The resulting interview data was analysed through a variant of ‘Grounded Theory’ to identify key emerging themes and issues, both positive and negative, relevant to ‘human factors’ in the individual countries and more generically. This book incorporates the informed operational experiences and insights of the interviewees while seeking to provide examples of successful counter-terrorist measures at the strategic, operational and tactical levels. This book will be of much interest to students of counter-terrorism, defence studies and security studies in general.

Studies have demonstrated that choices in the use of language convey information that goes beyond the content of the words themselves. In many cases, how something is said matters as much as what is said. Using techniques collectively referred to as linguistic content analysis, researchers have studied topics ranging from how to identify if individuals are lying, to whether there are particular characteristics associated with leaders who take their nations to war. This book presents findings from a research effort funded by the U.S. Department of Homeland Security’s Science and Technology Directorate, which examined whether linguistic content analysis can indicate whether groups will engage in terrorist violence. Specifically, this project brought together several researchers who have developed manual and automated coding systems to analyse documents issued by Central al Qa’ida and al Qa’ida in the Arabian Peninsula, and two non-terrorist comparison groups. The intention has been to test whether linguistic content analysis can first, distinguish the language of terrorist groups from that of non-terrorist groups and second, provide indicators of specific terrorist attacks. This book was originally published as a Special Issue of Dynamics of Asymmetric Conflict.

This book uncovers the influence of racial and prejudicial stereotyping during police investigation of suspects from stigmatised communities. The book examines the under-researched aspect of whether and how negative stereotypes appear to influence the police interviews, investigative decision-making, and outcomes of criminal investigations when officers investigate individuals from stigmatised communities as suspects of crime. In the United Kingdom, the United States, and Europe, the war on terror has been argued to impact adversely on existing race relations policies in the aftermath of terrorist activity in both the United States and Europe. Recent research has suggested that changes in legislation and counterterrorism measures have contributed to the construction and reinforcement of the Muslim community as a suspect, which, in turn, may result in police bias and prejudice towards members of Muslim communities. Based on novel and groundbreaking research studies, the author examines whether such police bias could influence the police investigation and interviewing processes concerning individuals from the suspect community as well as the outcome of a criminal investigation. The author introduces the Minhas Investigative Interviewing Prejudicial Stereotyping Scale (MIIPSS), an instrument developed and used to assess the level of police interviewers’ racial and prejudicial stereotyping towards suspects from stigmatised groups, and maintains that its use would serve to minimise the influence of racial and prejudicial stereotypes on investigation. It is further suggested that the training of police officers on the implications of such prejudicial (racial/ religious) stereotyping is essential to improving interviewing performance, case outcomes, and community cohesion. This book will benefit academics, researchers, police officers, lawyers, social policy officers, and probation officers across the globe.
