La producción intelectual de la CEPAL en sus 70 años de existencia ha sido vasta en distintos ámbitos del desarrollo. En este libro se analizan y contextualizan los principales hitos e ideas del pensamiento económico de la CEPAL sobre recursos naturales, medio ambiente y sostenibilidad, organizados en las dos grandes etapas que han caracterizado la vida institucional: la estructuralista (1948-1990) y la neoestructuralista (de 1990 en adelante). A partir de una revisión sistemática de la literatura, se destacan ideas como el vínculo entre la especialización productiva en recursos naturales y los términos de intercambio desfavorables, formulada en los años cincuenta; la soberanía sobre los recursos naturales, en los sesenta; la enunciación temprana del principio de responsabilidades comunes pero diferenciadas, en los setenta; los estilos de desarrollo y medio ambiente, en los ochenta; la competitividad espuria, en los noventa, y la gobernanza de los recursos naturales, el estilo de desarrollo sostenible con igualdad y el gran impulso ambiental, en las dos primeras décadas del siglo XXI. El pensamiento neoestructuralista de la CEPAL es dinámico, abierto y se renueva permanentemente sin perder su tradición estructuralista. El libro aporta también elementos conceptuales para formular un neoestructuralismo ecológico.

This book offers a conceptual framework for the critical understanding of the present socio-environmental conflicts. It reflects on the evolution of subject and thought, a shift in environmental thinking triggered by the development of eco-territorial conflicts and the social responses given to the environmental question. Bringing together 40 years of the authors writing and research, the book explores the transition from ecological economics and historical materialism to ecological Marxism. It unpacks the forging of political ecology from value theory in political economy, to ecological distribution and ecologies of difference; a transition to an environmental rationality grounded in the ontology of diversity, a politics of difference and an ethics of otherness. This book presents oral histories, collective dialogues, and analyses of rural and indigenous livelihoods facing global socio-environmental regime change in Latin America (LA). Since the late twentieth century, rural and indigenous producers in LA, including agriculturists, coffee-growers, as well as small-scale farmers/fishers, and others, have had to resist, cope with, or adapt to a range of neoliberal socio-environmental regimes that impact their territories and associated resources, including water, production systems and ultimately their cultural traditions. In response, rural producers are using local visions and innovation niches to decide what, when, and how to resist, cope with uncertainty, and still be successful in using their customary laws to retain their land rights and livelihoods. This book presents a range of ethnically diverse case studies from LA, which addresses socio-environmental, educational, and law regimes’ effects using transdisciplinary research approaches in rural, traditional and indigenous production systems. Based on both, the results and insights gained into how producers are resisting and adapting to these regimes, as well as decades of research carried out in LA rural territories by the participating authors, the book puts forward a baseline for devising new public policies that are better suited to the real challenges of livelihoods, poverty, and environmental degradation in LA. These recommendations are rooted in post-development thinking; they promote territorial public policy with social inclusion and a human’s rights approach. The book draws on over 20 years of research carried out by LA’s academics and their undergraduate and graduate students who have addressed collaborative work, participatory research, and transdisciplinary approaches with rural commons and communities in LA. It features 19 case studies, with contributions from Argentina, Bolivia, Brazil, Colombia, Cuba, Honduras, and Mexico.
