This book shows how bringing together experts from the Global South and the Global North can help us to understand and combat global economic, political, and social inequalities. For too long, the world’s problems have been viewed through the narrow conceptual lenses of the Global North. This book lays the groundwork for a new approach – a truly global approach to political economy. We are currently facing multiple and overlapping international crises. The current economic crisis, characterized by deepening inequalities, is closely intertwined with intensifying geopolitical rivalries and the environmental crisis. The dialogues in this book aim to move beyond the Eurocentric tradition and bring voices from the Global South to the forefront of the debate. Covering 11 key themes drawn from the United Nations’ Agenda 2030, the book conceptualizes democracy, development, and sustainability not only as strategies, but also as values that are integrated into the same – and continuously changing – analytical process. This book will be of great interest to students, researchers, and experts in international relations, global development, and international political economy, and to anyone looking for new perspectives on pernicious problems.

This book outlines eighty practical options on how to promote democratic development. These proposals were generated during discussions with more than 100 politicians, policy-makers, academics and civil society representatives from ACP and EU in late 1998. Options included range from how to enhance local capacity to democratic reform, to how the international dialogue between the two groups should be structured. Written in an easy-to-use manner, this book is intended to provide options for the on-going negotiations and the shape of future co-operation between the EU and ACP countries. Written for policy-makers, politicians and parliamentarians, this is also an excellent resource for students and the media.

Organization of the book The book has been organized into five chapters excluding these introductory sections. One important fact to mention here is that this book is a compilation of a series of microethnographic studies about adult learning and social change in Liberia. The idea of change through open systems of thought and democratic discourse runs through the book as an organizing theme. Chapter one maintains that through critical consciousness and dialectical thought processes as posited in the field of developmental psychology, human beings can become motivated and empowered, thereby enhancing a profound process of structural and institutional change. Thus, what weaves the different sections of this chapter together into a coherent whole is the suggestion that the main challenge of post-war development in Liberia is to modify the influence of existing historical and contemporary institutions by building upon and refining those aspects that appeal to our rational instincts and sense of modernity, such as the need to change and improve the way we interpret the meaning of our experiences, so that we may become co-creators of our historical destiny. Chapter two builds on the first chapter in very significant ways, including how the breakdown of reasoned discourse, due to selfishness can lead to innumerable consequences for human social systems and civilizations. This chapter is primarily an imaginary dialogue about the relationship between our various definitions of self and the emergence of tragedy in Liberian society. I attempted here to gauge the social anthropological question as to how best to maintain or restore a stable balance between the imperatives of selfhood and the ethics of collective social action. A major hypothesis emanating from this heuristic approach is that the Hobbesian dilemma posed by random disorder arising from the urge to self-preservation can be somewhat restrained by balancing communal interest with individual autonomy, within the context of a deliberative democracy. The dialogue in the chapter primarily reflects a variety of sources and methods across the social science disciplines. It is further viewed as an exercise in learning and criticism as David Bohm and Hans-Georg Gadamar would understand these terms (see chapter three). The dialogue also resembles a Socratic type dialogue in which the reasoning process that leads to the elimination of contradictions in thought is more important than the mere presentation of facts. The aim of this chapter, as with other chapters in this book, is to highlight the importance and means of facilitating personal and social transformation in a postconflict situation in Liberia. In the context of adult participants in learning and civil society, this transformation can come about by facilitating movements toward more developmentally advanced meaning schemes and perspectives (Mezirow, 1995). Chapter three is about the constitution of legitimate governance arrangements that embrace participatory models of development. One of the central theses of the chapter is that the process of change in Liberia should be undergirded by rationally based institutional rules and norms. This process of building legitimacy requires meaning construction within the framework of agreed upon procedures and modes of justifications to arrive at tentative best judgments and paradigms. Through this process of democratic discourse, we can internalize processes of legitimacy, change, and constitutional self-governance. Like chapter four, the chapter concludes that democratic elections in Liberia are only but the beginnings of a process of structural and institutional transf

This report was written following extensive consultations with leading democratic actors in Burkina Faso and regional experts. The report offers a comprehensive analysis of the political system in Burkina Faso, and identifies key stumbling-blocks to political development, including the monopoly of power by the majority party, the administration of the judicial system, the organisation of elections, and the lack of a strong opposition. The report recommends change in six areas such as state reform, including decentralisation of government authority; consolidation of the rule of law, particularly in the constitution and the administration of the judicial system; and expansion of the democratic culture in civil society, especially among women. The report also gives an analysis and makes recommendations about the electoral system.

It is widely accepted that the machinery of multicultural societies and liberal democratic systems is dependent upon various forms of dialogue - dialogue between political parties, between different social groups, between the ruling and the ruled. But what are the conditions of a democratic dialogue and how does the philosophical dialogic approach apply to practice? Recently, facing challenges from mass protest movements across the globe, liberal democracy has found itself in urgent need of a solution to the problem of translating mass activity into dialogue, as well as that of designing borders of dialogue. Exploring the multifaceted nature of the concepts of dialogue and democracy, and critically examining materializations of dialogue in social life, this book offers a variety of perspectives on the theoretical and empirical interface between democracy and dialogue. Bringing together the latest work from scholars across Europe, Democracy in Dialogue, Dialogue in Democracy offers fresh theorizations of the role of dialogue in democratic thought and practice and will appeal to scholars of sociology, political science and social and political theory.

Most theorists of deliberative democracy treat deliberation as a procedure in decision-making. This approach neglects an important phase oriented not so much to decision-making but to social learning and understanding. Combining deliberative theory with research from social psychology, Bora Kanra has developed an innovative critique and synthesis by allocating social learning its own formal sphere. For deliberative democracy to produce better outcomes, decision-making needs to be reinforced by opportunities for social learning. Stressing the importance of the development of democratic dialogue in divided societies, Kanra tests his claims of a new deliberative framework by analyzing interaction between Islamic and secular discourses in the Turkish public sphere. This in-depth analysis of converging and diverging political beliefs and traditions between seculars and Islamists emphasizes the importance of social learning in a sharply divided society. A groundbreaking and illuminating insight into the prospects for democratic development in Turkey, Islam, Democracy and Dialogue in Turkey reveals an emerging dynamic in Turkish politics representing a new opening in political practice.
