This book explores French imperialism in Latin America in the nineteenth century, taking Mexico as a case study. The standard narrative of nineteenth-century imperialism in Latin America is one of US expansion and British informal influence. However, it was France, not Britain, which made the most concerted effort to counter US power through Louis-Napoléon’s military intervention in Mexico, begun in 1862, which created an empire on the North American continent under the Habsburg Archduke Ferdinand Maximilian. Despite its significance to French and Latin American history, this French imperial project is invariably described as an “illusion”, an “adventure” or a “mirage”. This book challenges these conclusions and places the French intervention in Mexico within the context of informal empire. It analyses French and Mexican ideas about monarchy in Latin America; responses to US expansion and the development of anti-Americanism and pan-Latinism; the consolidation of Mexican conservatism; and, finally, the collaboration of some Mexican elites with French imperialism. An important dimension of the relationship between Mexico and France, explored in the book, is the transatlantic and transnational context in which it developed, where competing conceptions of Mexico and France as nations, the role of Europe and the United States in the Americas and the idea of Latin America itself were challenged and debated.

Few developments in the history of the Spanish colonial system in Mexico have been more carelessly treated or more often misinterpreted than the attempt to establish constitutional government in New Spain under the Spanish monarchy during the 1809–1814 and 1820–1822 periods. Yet the broad outlines of the Mexican constitutional system were laid then, largely through the insistent efforts of the Mexican deputies to the Cortes, the Spanish legislative body. Some of the delegates also grasped this opportunity to inform their countrymen and train them in the effectiveness of parliamentary debate and resolution as a more intelligent road to democratic and representative government. The 70 Mexican deputies (of the 160 elected) who actively participated in the sessions of the Cortes either helped draw up the Constitution of 1812, which initiated provisions for many needed reforms relating to military, religious, economic, educational, judicial, and governmental affairs in Mexico, or contributed to the enabling acts consequent to these provisions. The prime reason for calling the Cortes, however, and especially for inviting the participation of the Mexicans, was to attempt to maintain New Spain’s loyalty to the mother country, an unrealized objective in the long run, although much constructive discussion of this goal was offered by the Mexican delegates. These eight essays trace the establishment and implementation of the Mexican electoral system, both national and municipal, and of reforms in the economic, journalistic, religious, and military systems. They serve as an informative introduction to the revolutionary role the Cortes of Spain played in Mexican history and as a record of the contribution of Mexican delegates to the beginning of liberal reform in their country.

David Sowell traces the history of artisan labor organizations in Bogotá and examines long-term political activity of Colombian artisans in the century after independence. This is the first study in English of nineteenth-century Latin American artisans and one of the few treatments that spans the whole of nineteenth-century Colombian history.The rise and late decline of artisan class political activity coincided the Colombia's integration into the world market. Initially petitioning for tariff protection, Bogotá's craftsmen in time mobilized to address numerous issues, including industrial education, internal trade order, credit, and better health and educational facilities. Sowell traces the transformation of Colombia's economy and the (mainly negative) effects its evolution had on bogotano artisans. By the end of the nineteenth century, the artisans class was fragmented, their labor leadership replaced by workers associated with industrial production, transportation systems, and the production of coffee.
